The meeting was called to order by Chairman Dean Wood at 5:30 p.m. with the following members
present: Dave Westiund, Joe Drahos, Bill Arndt, Jeff Haag, Jim Haugen, and Chairman Wood.
Absent: Jeff Jones. Also present: Bonnie Baumetz, Planning and Zoning, Marc Sebora, and
Richard Schieffer, City Legal Counsel, and John Rodeberg, City Engineer.

published in The Hutchinson Leader on Thursday, November 5, 1998. The request is for the
purpose of consideration of preliminary and final plat to be known as " Goebel's Addition"
located in the Industrial District submitted by Richard Goebel, Goebel's Fixtures.
Ms. Baumetz explained the City has suggested Goebel's plat this property to clear up
previous lots lines and make it easier to sell lots. Planning Staff recommends approval,
noting Lot 1, Block 1 does not meet width requirements, and will require a variance at time
of sale. The lot can be made a buildable lot

Chairman Wood opened the hearing at 5:33p.m. with the reading of publication #5240 as
published in The Hutchinson Leader on Thursday, November 5, 1998. The request by
Hutchinson Telephone Co. is for the purpose of consideration of conditional use permit to
erect a 300' communication tower and a 350 square foot equipment building located in the
Industrial District at 345 Michigan Street S.E.

Ms. Baumetz explained the Telephone Company's request noting the height of the tower will
meet all FAA and City zoning requirements. This is a logical location for a tower.

CONSIDERATION OF RIGHT OF WAY PLAT NO.4 SCHOOL ROAD SUBMITTED BY CITY
STAFF.
Chairman Wood opened the hearing at 5:38 p.m. with the reading of publication #5241 as
published in The Hutchinson Leader on Thursday, November 5, 1998 for the consideration
of Right of Way Plat No. 4 School Road submitted by City Staff.
Mr. Rodeberg explained the acquisition of this property finishes off the School Road corridor.
The small acquisition at the southern end of the plat is from Charles Bullert.
Mr. Rodeberg said Mndot and SRF recommend development of this road as a State Aid
Road.
Charles Bullert, 951 Golf Course Rd. said his concern was if he were to sell this comer of
his property the remaining property may not be a buildable lot.
Mr. Rodeberg said Mr. Bullert could have an appraiser appraise his property

CONSIDERATION OF RIGHT OF WAY PLAT NO. 5 GOLF COURSE ROAD N.W.
SUBMITTED BY CITY STAFF.
Chairman Wood opened the hearing at 5:48 p.m. with the reading of publication #5242 as
published in The Hutchinson Leader on Thursday, November 5, 1998. The request is for the
purpose of consideration of Right of Way Plat No. 5 Golf Course Ro ad N.W.
Ms. Baumetz said the City is proposing to extend Golf Course Road at a width of 120' for
possible future traffic signal.
Mr. Rodeberg said this road was originally proposed in the early 90's previously called
County State Aid 12. This project has been delayed several years. Report from the State
says this is the best location for a traffic light half way between School Rd. and Main St. The
City is trying to preserve this corridor now It is not scheduled to be built for another three
years. Mr. Rodeberg said the City needs to apply for State Aid. The road location will have
an impact on the Jeff Munsell property. His property will be split with 16 acres on one side
and 6 acres on the other side.
Mr. Rodeberg said trunk sanitary will be along this line. This will be a collector route with a
trail and pedestrian crossing. This area is zoned for high desity. This is the only safe and
logical place for a road because of grades In this area. MNdot is planning for a roadway at
this location.
Jeff Munsell said would like to keep his property into one piece. He would like the road to
curve around the south and west side of the property.
Mr. Haag moved to continue the hearing next month, seconded by Mr. Westlund the motion •
carried unanimously.
e) CONSIDERATION OF REZONING AIRPORT PROPERTY FROM R -1 (SINGLE FAMILY
RESIDENCE) TO I/C (INDUSTRIAL COMMERCIAL)
is Chairman Wood opened the hearing at 6:00 p.m. with the reading of publication #5243 as
published in The Hutchinson Leader on Thursday, November 5, 1998. The request is for the
purpose of consideration of rezoning airport property from R -1 (Single Family Residence) to
I/C (Industrial Commercial)
Mr. Rodeberg said there are some improvements planned for the airport next year. Before
legally making improvements the airport must be rezoned.
Mr. Haugen moved to dose the hearing, seconded by Mr. Arndt the hearing closed at 6:04
p.m. Mr. Haag made a motion to recommend approval of the request with staff
recommendations. Seconded by Mr. Haugen the motion carried unanimously.

November 30, 1998

Commission members reviewed the minutes of the October 26, 1998 meeting. A motion was
made by Joe Dooley, seconded by Robert Hantge to approve the minutes as written. Unanimous
approval. '
Robert Hantge and Dave Skaar made a report to the Mayor and other Airport Commissioners
regarding their meeting with Skydive Hutchinson and their research into the airport noise issue
raised during the October meeting. Commissioners reminded Skydive Hutchinson pilots to
continue to follow established procedures for take -offs and landings.
Robert Hantge contacted the City's Police Chiei Ridgewater College, and the Regional Flight
Services Center. None of these organizations had measurement devices appropriate to measure
airport noise. During the research, however, Mr. Hantge was referred to an individual who had
related the state standard for airport noise. Airport noise limits are measured using 65 decibels
over 6 minutes over a weighted 8 -hour period Mr. Hantge reported that devices currently used
to measure airport noise would not register the airplane noise generated at Butler Field. The
small amount of traffic in Hutchinson would not be near the airport noise standard.
Robert Hantge will document his research and prepare a memorandum for the City Council, the
Airport Commission, and will forward a copy of his memorandum to the Nielson's, who were at
October's meeting.
Olson reported that the glass windows from the Hutchinson Clinic are being stored in the City's
hangar.
Olson reported on the schedule for Airport Improvements — Phase 11. Olson updated
Commission members regarding the proposed time line for the project.

Olson reported that Henry Reiner was offered a hangar after unsuccessful attempts at contacting
the person ahead of him on the hangar waiting list.
Olson reported that Parker's hangar door had been fixed. He reported that parts were on order
that are necessary to make repairs in Dooley's hangar and Faber's hangar.

Hutchinson Airport Commission Report:
I have complied a short synopsis of my research into airport noise at the Hutchinson
Municipal Airport stemming from a Hutchinson community member's inquiry.
October 26, 1998 Mr. Wayne & Vicki Nelson attended Hutchinson Airport
Commission meeting with a concern regarding airport noise.
October 26th - October 30th
I contacted Hutchinson Police Chief Steve Madson and poised the
questions of airport noise. He didn't feel the Hutchinson Airport
had any problems. I asked about a decibel meter to measure
noise. He didn't have one.
I contacted Hutchinson Community College and inquired about a
decibel meter. They didn't have one.

I spoke with Mr. Richard Theisen of the Flight Standards District
Office of the Federal Aviation Administration. He stated they use
an integrated something- something which is to advanced to be
used at the Hutchinson Airport to measure noise or our low traffic
level wouldn't even register. They are currently using this device at
Mankato and Duluth which has regular jet traffic from large aircraft
and the noise levels do not exceed the state standards at those
airports.
Therefore it is highly unlikely that our current traffic level is above
state standards.
November 30th Made my report to Airport Commission. Mr. and Mrs. Nielson didn't
attend. Mayor Torgerson requested a letter from Mr. Theisen,
which I have enclosed.

HUTCHINSON POLICE COMMISSION MINUTES
• The Hutchinson Police Commission held a meeting on December 17, 1998, at the Hutchinson
Police Department. Present at the meeting were Cheryl Dooley, Rick Nass, Bob Bowen, Chief
Steve Madson, Lt. John Gregor and Brenda Ewing. The meeting was called to order.
Chief Madson informed the commissioners that the city council has voted to eliminate the
communication center at the police department. He stated that it would be necessary for the
commission to develop a layoff fist. The labor attorney that the city uses had been contacted and
the rules reviewed regarding this issue. Chief Madson then read to the commissioners Section 21
from the Police Civil Service Rules and Regulations. He stated that there were six (6)
communication specialists — full and part time; and, one communications supervisor.
Bob Bowen inquired as to if these individuals could be shifted to another position within the city.
Chief Madson stated that individuals could be moved to a position that they have previously held.
However, all individuals being considered here have held no other position with the city. Chief
Madson did state that two new positions were being incorporated, that being records technician.
This position however is a new description and a different pay rate than communications. Any
employee that is being laid off may apply for this position and, according to Brenda Ewing, would
maintain their year of service.
Chief Madson stated that a severance package would be offered to these employees and it would
be based on years of service. He stated that he would recommend the list be based on seniority
due to the fad the performance was fairly even. A motion was made by Rick Nass, seconded by
Bob Bowen, to develop the layoff list by seniority, which is as.follows:

The next item on the agenda was the position of custodian / community service officer. Chief
Madson stated that the department had been retying on a part-time maintenance person to
maintain the building. This person has retired and the park and recreation department has been
filling in until an individual could be hired. The position would be responsible for the maintenance
of the buildings as well as taking animal calls and traffic control. John Gregor stated that he and
Sgt. Jones had interviewed the seven applicants for the position and had come up with a list that
ranked each applicant by their interview score. A motion was made by Bob Bowen, seconded by
Rick Nass, to accept the list as provided for the custodian / community service officer. Motion
carried.
With there being no further business to discuss, a motion was made by Rick Nass, seconded by
Bob Bowen, to adjourn. Motion carried.

WHEREAS, the City of Hutchinson has made application to the Office of
Environmental Assistance for a capital assistance program grant to construct a
composting facility, including yard and food waste storage/bagging area, curing pads, a
leachate holding area and on -land filtration, approved by the MPCA, and has amended
the application for a Household Hazardous Waste Facility,
BE IT RESOLVED, by the Hutchinson City Council, that the City of Hutchinson
pledges to use all funds made available exclusively for the capital cost of the project and
to pay any additional amount by which the cost of the project exceeds the estimate by
appropriation to the construction fund of additional funds or proceeds of additional bonds

materials except for the transfer to a recycler, unless no other person is willing to accept

The referenced resolution addresses a couple of concerns that have been raised:
• ♦ The neighborhood by the High School has had problems with getting mail
delivered and having driveways blocked due to the large number of school related
vehicles parking on the side streets. We are also proposing to relocate the area
utilized for bus parking. This proposal has been developed in discussions with the
School District based on proposals from their Task Force on busing and parking.
♦ We have had many instances when parking is hard to accommodate for all
customers and employees in the City Center parking lot. We are proposing to
partially address this issue by limiting long -term parking in the lot. No overnight
parking will - be allowed except for permitted vehicles. Permits are proposed to
only be extended to City Vehicles and to employees who are leaving vehicles
while at conferences or seminars.

THAT the Hutchinson City Council recognizes that the growth of the City has placed an
increased demand on facilities available to accommodate the social and recreational needs of the City
of Hutchinson.
THAT the State of Minnesota has passed legislation making grants and potential tax revenues
available to the City of Hutchinson for the construction of community civic facilities.
THAT in order to take advantage of these State programs a Task Force shall be organized
made up of interested citizens from the Hutchinson area to determine the need and financing
• alternatives for public facilities in the City of Hutchinson.
THAT as previously appointed, Steven Cook, shall be the head of said Task Force.
THAT the Task Force shall exist for a time period of one year from the date of this
Resolution.
THAT the Task Force shall from time to time report to the Hutchinson City Council on its

Pursuant to Section 6.07, of Zoning Ordinance No. 464, the Hutchinson Planning Commission is hereby
submitting its findings of fact and recommendation with respect to the aforementioned request for a conditional
use permit.
On October 19, 1998, First Choice Lumber & Building submitted an application to consider a conditional
use permit for outdoor storage located at 735 Hwy. 7 West..
FINDINGS OF FACT:
1. ' The required application was submitted and the appropriate fee paid.
2. Notices were sent to the surrounding property owners as well as published in the Hutchinson
Leader on November 5, 1998
3. There is sufficient space for temporary outdoor storage.
APPLICABLE ORDINANCE REGULATIONS:
Section 6.07 B (2) of the Zoning Ordinance provides that a conditional use permit may be granted only if
evidence is presented by establish that the following criteria have been met:
a) That the proposed building or use at the particular location requested is necessary or desirable to provide
a service or a facility which is in the interest of the public convenience and will contribute to the general
welfare of the neighborhood or community; and
b) That the proposed building or use will not have a substantial or undue adverse effect upon adjacent
property, the character of the neighborhood, traffic conditions, utility facilities and other matters
affecting the public health, safety and general welfare; and
C) That the proposed building or use will be designed, arranged, and operated so as to permit the
development and use of neighboring property in accordance with the applicable district regulations.

Definitions
RESTAURANT, CARRY -OUT: An establishment which by design of physical facilities or by
service or packaging procedures permits or encourages the purchase of prepared, ready - to-eat
foods intended to be consumed off the premises.
RINGELMANN CHART: A chart described by the U.S. Bureau of Mines in their Information
Circular No. 6888, upon which are illustrated graduated shades of gray for use in estimating the
light obscuration capacity of smoke or its equivalent.
SCHOOL, PRIMARY, SECONDARY, COLLEGE OR UNIVERSITY: Any accredited school having
regular sessions with regularly employed instructors teaching subjects which are fundamental and
essential for a general academic education, under the supervision of, and in accordance with, the
applicable statutes of the State of Minnesota.
SALVAGE AND WRECKING YARD: An outdoor facility used by a business engaged in the
reclamation of parts or materials from machinery or buildings.
SATELLITE ANTENNA: A device for the reception of signals from communication satellites.
SETBACK: The minimum horizontal distance between a wall of a building and a lot line.
SIGN: A name, identification, description, display or illustration which is affixed to, or painted, or
represented directly or indirectly upon a building, structure or piece of land and which directs
attention to an object, product, place, activity, institution, organization, idea or business.
However, a "sign shall not include any display of official court, public office notices or traffic signs,
nor shall it include the flag, separate emblem or insignia of a nation, political unit of school or
religious group, or incombustible table or lettering built into the wall of a building or other structure.
A "sign inside a building is not included unless its face is visible only from the exterior of a
building. Each display surface of a sign shall be considered to be a "sign ".
SIGN, BUSINESS: A sign which directs attention to a business or profession conducted or to a
commodity, service or entertainment sold or offered upon the premises where such sign is located
or to which it is affixed.
SIGN, FLASHING: Any illuminated sign including any sign illuminated by reflected or refracted
light on which the artificial light is not maintained stationary and/or constant in intensity and color
at all times when such sign is in use. For the purpose of this ordinance, any revolving illuminated
sign shall be considered a "flashing sign.

The meeting was called to order by Chairman Dean Wood at 5:30 p.m. with the following members present:
Joe DrahDs, Bill Amdt, Jim Haugen, Jeff Jones, Dave Westfund, and Chairman Wood. Absent: Jeff Haag. Also
present Bonnie Baumetz, Planning and Zoning, and Richard Schieffer, City Legal Counsel.
2. a) Consideration of minutes of regular meeting dated November 17, 1998.
Mr. Arndt made a motion to approve the minutes dated November 17, 1988. Seconded by Mr. Haugen
the motion carried unanimously
3. PUBLIC HEARINGS
a) CONSIDERATION OF CONDITIONAL USE PERMIT REQUESTED BY FIRST CHOICE LUMBER TO
PERMIT OUTDOOR STORAGE LOCATED AT 735 HWY 7.
Chairman Wood opened the hearing at 5:30 p.m. with the reading of publication #5248 as published
in The Hutchinson Leader on Thursday, December 3, 1998. The request Is for the purpose of
consideration of a conditional use permit by First Choice Lumber located on Hwy 7 to permit outdoor
storage.
Ms. Baumetz said Planning Staff reoommended approval. There is enough room for storage. Storage
would be for building supplies ordered for their building projects. Supplies would be stored here until
they are transferred to the job site. Staff is asking for fencing on north side in the event of future
residential development.
Mr. Arndt moved to close the hearing, seconded by Mr. Jones the hearing dosed at 5:35 p.m. Mr.
Haugen made a motion to recommend approval of the request with staff recommendations. Seconded
by Mr. Westund the motion carried unanimousty.
b) CONTINUATION CONSIDERATION OF RIGHT OF WAY PLAT NO. 5 (GOLF COURSE RD. NW)
SUBMITTED BY CITY STAFF.
Chairman Wood opened the hearing at 5:37 p.m. with the reading of publication #5242 as published
in The Hutchinson Leader on Thursday, November 5, 1998. The request is for the the consideration
of Right of Way Plat No. 5 Golf Course Rd. N.W.
Ms. Baumetz said staff Is asking the consideration be continued until February.
Mr. Arndt moved to continue the hearing, seconded by Mr. Haugen the hearing closed at 5:40 p.m.
The motion passed unanimously.
C) CONSIDERATION OF AMENDMENT TO ZONING ORDINANCE REGARDING BILLBOARD /OFF
PREMISE SIGNS SUBMITTED BY CITY STAFF.
Chairman Wood opened the hearing at 5:40 p.m. with the reading of publication #5247 as published
in The Hutchinson Leader on Thursday, December 3, 1998 for the consideration of amendment to
zoning ordinance regarding billboard/off premise signs submitted by City Staff.
Ms. Baumetz said ordinance is being amended to clarify the wording.
The ordinance will read as follows:
SECTION 3 - DEFINITIONS
SIGN, BILLBOARD: A sign whose message Includes goods or services which are not available on
the premises where the sign is located.
Section 10.14 -Signs
0) Billboards: Billboards are not permitted. See Section 3, Definitions (sign, Billboards)

Mr. Wesdund moved to dose the hearing, seconded by Mr. Drahos the hearing dosed at 5:45 p.m. •
Mr. Wesdund made a motion to recommend approval of the request with staff recommendations,

d) CONSIDERATION OF PETITION TO ANNEX APPROXIMATELY 8 ACRES IN LYNN TWP.
SUBMITTED BY BERNARD MCRAITH.
Chairman Wood opened the hearing at 5:46 p.m. with the reading of publication #5249 as published
in The Hutchinson Leader on Thursday, December 3 and Tuesday, December 7, 1998. The request
is for the purpose of consideration of petition to annex approximately eight acres in Lynn Twp.

Ms. Baumetz said this is a small strip of property located south of Ryan Company property in Lynn
Twp. This property can be annexed by resolution.
Mr. McRaith would like to develop this property as commercial property.
In addition to the property owned by Mr. McRalth, the property next to Hwy 15 with ponding owned
by the State will also be annexed.
Mr. Arndt moved to close the hearing, seconded by Mr. Jones the hearing dosed at 5:50 p.m. Mr.
Arndt made a motion to recommend approval of the request with staff recommendations. Seconded
by Mr. Haugen the motion carved unanimously.
4. NEW BUSINESS
a), CONSIDERATION OF SIX -MONTH EXTENSION OF PRELIMINARY PLAT TO BE KNOWN AS
RAVENWOOD SUBMITTED BY ROGER DERRICK. •
Ms. Baumetz explained the plat is located south of South Grade Rd., and west of the Fair Grounds.
Mr. Derrick is asking for an extension until spring. His preliminary plat will be changing.
Before platting Mr. Derick is asking to split nine acres off the 50 acres to be platted. This split has
already been recorded at the county.
Mr. Westlund made a motion to recommend approval of the request for the six -month extension of
preliminary plat with staff recommendations. Seconded by Mr. Haugen the motion carried
unanimously.
Mr. Jones made a motion to recommend approval of the tit split contingent upon receipt of request
for tit split of 50 acres from the original Rickerman 80 acres.

• As in the past, the Knights of Columbus are asking the City Council to waive the $150.00
fee for a conditional use permit application to place portable sings on the National Guard
Armory property located on Hwy 22 S and Best Tire Deal property located on Hwy 7 East
from February 12 — 26, 1999, to advertise their fish fry. They stated all profits from the fish
fry go back to other organizations within the Hutchinson and McLeod County area.
The request will be placed on the January 19, 1999, Planning Commission agenda
provided the City Council agrees to waive the fee.
I have attached a copy of the application and December 22, 1997, letter to Mr. Haas
approving the request to waive the fee.

This letter is to inform you that the City Council approved the conditional use permit application
and the fee of $75 waived for the portable sign to be located on the National Guard Armory property
from February 12 -28, 1998.
Since this will be a fund raising event, with the profits going to organizations in McLeod County,
the Council agreed that a fee should not be charged for the portable sign advertising the event.

TH 15 from Century Avenue to Edmonton Avenue
DATE: December 17, 1998
Attached is the contract for the first phase of the study for improvements to TH 15
adjacent to the County Fair Marketplace development. An additional contract will be
presented next month to complete the plans and specifications for the work proposed
in 1999.
As previously noted, we will be working on an agreement with Mn/DOT to complete
this work, which will include a provision for receiving potential federal and state
funds for partial reimbursement of construction costs in the future.
We recommend approving the initial contract for SRF Consulting in the amount
of $14,000.

CENTURY AVENUE TO EDMONTON AVENUE
As requested, we are pleased to submit this proposal for professional services for the referenced
project. The project will consider improvements to TH 15 necessary to serve the proposed
County Fair Marketplace development.
Our work, in this initial phase of the project, will be to develop a layout for TH 15 that will be
acceptable to the Minnesota Department of Transportation (Mn/DOT), prepare a cost estimate
for the improvements, and prepare a feasibility study in a form acceptable to the City of
Hutchinson. We understand that the project may move forward into preparation of final Plans,
Specifications and Estimate, but those items, as well as any in- construction services, are not part
of this proposal.
As we have previously discussed, we have not been able to obtain mapping in the area, therefore,
the corridor will need to be surveyed. We understand that the developer has agreed to provide
this information. If they decide they are unable to deliver the survey, we would be happy to add
this task to our work.
We proposed to be reimbursed for our services on an hourly basis of 2.5 times salary cost for the
actual time expended, for out -of- pocket expenses (printing, reproduction, etc.) at cost and for
mileage not to exceed the IRS- approved rate (currently $0.325 per mile). Invoices will be
submitted on a monthly basis for work performed during the previous month.
We estimate the cost to perform these services as follows:

We have gone out for quotes to repair the dam's north tainter gate. We sent out three
requests for bids and received two quotes in return. One quote was from Lametti &
Sons of Minneapolis (approximately $25,000). The low bid was from Structural
Specialties of Hutchinson in the amount of $15,883.00
We recommend awarding the Contract to Structural Specialties in the amount
of $15,883.00. The project was budgeted for completion in 1998.
Please note that we are also working on modifying the gates so that future repairs can
be completed without lowering the reservoir pool. This work will either be completed
by City staff, or will be contracted at a future date.

MUNICIPAL SEWER & WATER CONNECTION POLICY
FOR EXISTING STRUCTURES WHICH HAVE NOT BEEN PREVIOUSLY SERVED
INTENT: This policy is to outline the TYPICAL process used by those residents who are inside
the City limits of Hutchinson, who are on private well and on -site septic system, and who are considering
connecting to municipal sanitary sewer and potable water.
Typically, the City will extend municipal services via an Improvement Project and assess the parcel for
these services. Typically, the City will have services extended into the boulevard fronting the parcel, and
place a curb stop valve. The valve will be left in an "off' position. The sanitary sewer is just below or
along side the water service stop. If this is not the case, and street excavation is necessary to tap services,
and/or assessments have not been previously paid a connection charge is likely and should be verified with
the City Engineer.
The owner/builder is responsible for extending the service lines from the curb stop into the structure, any
internal plumbing, pumping and collapsing of the septic tank. Internal plumbing includes the installation
of a water meter on the service line with a shut off valve on both sides of the meter for isolation. The City
will install the remote. Connecting to municipal water is optional. If you choose not to connect to
municipal water, you must install a meter on your private well for billing of sewage use. Most people opt
to connect to municipal water and utilize the well on their outdoor faucets only. In no case can the City
permit cross connections between the private well and municipal water. Water shall be turned on only by
City staff.

Attached is a table that illustrates proposed changes to a number of benefits in the current
medical plan for the City of Hutchinson. These changes are in regards to the following:
Mental Health
2. Substance Abuse
3. Tobacco Cessation
4. Prescription Drug Dispensing Limitation
5. Mastectomy
The table illustrates the current coverage, the proposed change in coverage, and comments
regarding the effect of the change. Please note that the prescription drug dispensing limitation is
intended to eliminate waste and encourage physicians to prescribe the amounts of medication
that are actually necessary. For example, if 10 doses are required, 15 should not be provided.
This is = intended to restrict physicians from prescribing amounts that are less than what is
medically necessary.
These proposed changes are to be presented to and considered by the City Council at their next
meeting scheduled for December 22, 1998. The proposed changes are to be implemented at
various times in calendar year 1999. When approved by the council, copies of the changes will
be provided to all employees in the plan.
Please make the information contained in this table immediately available to all of your
employees who are enrolled in the plan.

The Board of Directors of Hutchinson Area Health Care (HAHC), as part of their regular meeting on December 15,
1998, considered a request for approving bids for Categories #20 (Flooring) and Category 421 (Wall Finishes) of
the Hutchinson Medical Center project. The following is an excerpt from the minutes of that meeting:
"Hutchinson Medical Center Expansion Pat Barnett, from M. A. Mortensen, attended the meeting and
presented results of the rebid process for Bid Category #20 (Flooring) and #21 (Wall Finishes). Barnett
• explained that the low bidder in Category 2l, (Maki Painting & Decorating), had a significant omission
and that he requested to withdraw his bid. Additionally, Mr. Maki, the owner, has requested that his bid
bond be returned (see attached letter). Barnett also presented a report detailing the change orders that have
been executed to date. Concealed conditions were encountered at the start of the project with sewer and
drain line connections (See attached).
The second low bidder for Category #21 (Wall Finishes), was Swanson & Youngdale at a cost of $113,880.
The low (and only) bid for Category #20 (Flooring) was M. C. I. at a cost of $151,453.
Following discussion, a motion was made by Myers, seconded by Matthias to recommend to
the City Council that the bid from Maki Painting & Decorating for Category 21(Wall Finishes)
be rejected and that his Bid Bond be returned; and that the bid from Swanson & Youngdale for
Category #21 (Wall Finishes) and the bid from MCI for Category #20 (Flooring) be accepted.
All were in favor. Motion passed."

Dear Mr. Graves:
I regretfully need to decline the contract for painting and wall cov ng of the Addition and
Renovation Project for the Hutchinson Medical Center. After rec idering my submitted bid, I
realized I had overlooked some things (such as the soundproof wall covering in the open offices
of the lower level). The price I submitted would be considerably 1¢wer than it should be.
I was under a great deal of stress, because of my wife's declining
the same day the bid was let out and is now in Burns Manor. 1 w,
of her health problems. 1 respectfully request that the $4000.00 b
to me, even though 1 realize I may have to relinquish it. It would
my wife's care at Bums Manor. I appreciate your consideration c
hearing your decision.

• Resolution Amending City of Hutchinson
Restated Deferred Compensation Plan
WHEREAS, the City of Hutchinson did, on December 11, 1990, adopt the City of
Hutchinson Restated Deferred Compensation Plan ('Plano) to be the §457 Generic
Deferred Compensation Plan; and
WHEREAS, certain charges in the law governing §457 plans require the approval
of certain amendments to the Plan; and
WHEREAS, the City Attorney has prepared such amendments in the form attoohed
hereto.
NOW, THEREFORE, be it resolved by the Hutchinson City Council for and an
behalf of the City of Hutchinson, as follows:
RESOLVED, that the amendments to the City of Hutchinson
Restated Deferred Compensation Plan attached hereto are
hereby adopted.
BE IT FURTHER RESOLVED, that the assets of the Plan shall
(• be held in trust, with the City of Hutchinson serving as trustee,
for the exclusive benefit cf the Plan participants and their
beneficiaries, and the assets shall not be directed to any other
purpose. The trustee's beneficial ownership of Plan assets
held in the Trust shall be held for the further exclusive benefit
of the Plan participants and their beneficiaries.
BE IT FURTHER RESOLVED, that the City of Hutchinson
hereby agrees to serve as trustee under the Plan.
Adopted by the City Council this 22nd day of December, 1998.

A draft severance proposal is being formulated for employees In positions that would
be proposed to be terminated In conjunction with a consolidation of the City and
County dispatch communications centers.
Draft package proposals are based on the formula of one week of severance pay for
each year worked. The packages for part time employees would be proposed to be
prorated according to the criteria that follows.
The recommended criteria for eligibility for severance are as follows:
1. To be eligible for severance, employees must be continually employed by the City in
their current capacity as communications personnel up to date of the close of the City
of Hutchinson communications facility. The date of April 1, 1999, has been Identified as
an Intended date for the consolidation.
2. The minimum severance package for eligible full time employees Is $1,500.00.
Severance packages for part time employees with 10 or more years of service will be
prorated and figured on a basis of a minimum of 50% of full time. Packages for part
time employees with fewer than 10 years service will be pro -rated based on actual hours
worked and have no expressed minimum amounts.
3. In exchange for the severance payment employees will be required to sign any
agreement or release as determined by the City of Hutchinson. Other terms of the
severance payment shall be determined by the City.

RE: Second half legislative funding for "Mighty Ducks" ice arena grant
Dear Mr. Plotz:
As you know, the Minnesota Amateur Sports Commission (MASC) awarded "Mighty Duck" grant funding
to twice as many recipients as they had in secured funding from the legislature. As such, only half of the
funding is readily available with the balance of the grant amount for each project subject to an additional
legislative appropriation from the 1999 legislative session.
This situation puts all of us who's application was approved in the precarious situation of being forced to
proceed with construction while only having one -half of the grant award secured. While we are all "pre -
approved" for the second half funding, a legislative appropriation for the second half is certainly not assured.
I recently visited with a representative from MASC who informed me the agency will be submitting an
appropriation request of $2 million in 1999 to fund the second half of the grants awarded last year as well
as financing another round of applications. They believe the need is still not met statewide and that
additional arenas should be developed.
It would be advisable for all of us who received "Mighty Ducks" awards in 1998 (Brainerd, Gilbert,
Hutchinson, Koochiching County, Mower County, Red Wing, Redwood Falls, and Richfield) to contact our
legislators. They may not be aware that MASC provided funding for only one -half of their awards and our
construction budgets depend upon second -half funding. With the burgeoning state government surplus,
funding approval should be automatic. However, the unpredictable political make -up between the legislature
and the governor's office make funding approval anything but certain. Finally, we should all watch the
MASC funding bill's progress through the legislature and be prepared to assist them with lobbying.

DECEMBER 16, 1998
• Present: Floyd Groehler, Randy Starke, Dick Ebert, Ken Wichterman, Quent Larson,
Tom Kloss, Keith Messner, John Olson, Brad Emans, Brenda Ewing, Joleen Runke,

November minutes were ok.
2.
Five injury/accidents. Two required medical attention but not serious. The year -end
report will be reviewed at the January meeting.
3.
First aid training will be held January 14 & 18. The sessions will be 2 hours. Sign
up sheets will be distributed after Christmas. There will be no CPR make up session
in January due to scheduling conflicts.
4.
Respirator certification will be held January 4 0 . Six employees from the
watertwastewater departments are the only employees scheduled for this other than
the fire department. This certification will be an annual event.
5.
Safety manual review sub - committee has not met.
6.
Randy Starke will contact Mark Weis for the schedule of the third hepatitis B shots.
7.
Orientation video — Do we want to do this?
8.
There was little feedback on the make -up of the safety committee. Alternates have
been selected in most departments. Not sure of the response from the Park/Rec
Departments.
9.
Reviewed the goals for 1998. Most of the goals were met and some are annual
training events that should be continued.
10.
Suggestions/ Discussion:
a. Dick will talk to the new Respond salesperson about attending our January
meeting and reviewing the vehicle first aid kits.
b. We have access to MN DOT's right -to -know training.
c. Several departments need new hard hats.
d. Reviewed the procedure for used fire extinguishers. All extinguishers should be
checked annually.
e. There will be a meeting in January to discuss all new capital equipment and
small tools. Be thinking about safety issues related to the replacement of any
type of equipment no matter how big or small.
f. We need to set new goals & objectives for 1999
The next meeting will be Thursday, January 21, 1999 at 10:00am.

The Hutchinson Safety Council met on Monday, November 30, 1998 at noon in the Heritage
Center. Present were - -Dave Conrad, Myron Johnson, Jim Haasl, Carl Runke, John Olson, Dave
Mueller, Leslie Smith, Lucille Smith, Pearl Seale, Frank Murphy, Dick Higgins, Vi Viesselman
and guest Brenda Birkholz.
President Dick Higgins conducted the business meeting. The secretary's report of the October
meeting was approved.

Brenda Birkholz, Occupational Health Nurse from the Hutchinson Hospital was the guest
speaker. She spoke about safety, injury prevention, security, and hazardous waste issues at the
hospital.
The next meeting will be Monday, December 28 at the Heritage Center. Members are to please
respond with luncheon reservations to Vi Viesselman by DECEMBER 22.

REP. NESS NAMED K -12 EDUCATION FINANCE VICE - CHAIRMAN
ST. PAUL— State Representative Robert "Bob" Ness (R- Dassell) was named
vice - chairman of the Minnesota House K -12 Education Finance Committee this week
by Minnesota House of Representatives Speaker- Designate Steve Sviggum (R-
Kenyon).
The committee is responsible for developing policies and directing state funding
to Minnesota's primary and secondary schools.
"Bob has been a thoughtful leader on issues that involve Minnesota's kids
throughout his career and in the legislature," Sviggum said. "He is able to make the
tough fiscal choices that significantly affect families and children, as well as the
taxpayers. I am confident that he will be outstanding as vice -chair of this committee."
Other committees Ness has been appointed to serve on include the Education
Policy Committee and the Agriculture and Rural Development Committee. A few weeks
ago, Ness was also named chairman for the Agriculture and Rural Development
Finance Committee.
"There's a lot of work to be done and I look forward to tackling tough issues such
as fair funding for public schools, graduation standards, agriculture and rural economic
development," said Ness.
Ness was re- elected to his fourth term to represent District 20A in the House of
Representatives. The Legislative session begins January 5, 1999.
