APPROVE/DENY RESOLUTION NO. 16057 — RESOLUTION RELATING TO GENERAL OBLIGATION BONDS, SERIES 2026A — AUTHORIZING THE ISSUANCE AND AWARDING THE SALE Andy Reid, Finance Director, explained that a bond sale was held this morning for the sale of the G.O. Bonds Series 2026A. These bonds are for the Edmonton Avenue project, Elks Drive/Sherwood Street area, fire ladder truck, and wastewater facility improvements which will be paid by wastewater revenue. Nick Anhut, Ehlers, presented before the Council. Mr. Anhut noted that the City's credit rating was affirmed at AA- which the City has held for many years which is due to the City's financial history, current budget, and other things. Mr. Anhut explained that BOK Financial Securities came in with the low bid of 3.5330% which was a lower bid amount than anticipated. Motion by May, second by Sebesta, to approve Resolution No. 16057. Motion carried unanimously. 10. APPROVE/DENY RESOLUTION NO. 16058 — RESOLUTION RELATING TO PUBLIC UTILITY BONDS, SERIES 2026B — AUTHORIZING THE ISSUANCE AND AWARDING THE SALE Andy Reid, Finance Director, presented before the Council. Mr. Reid explained that the bond sale for Public Utility Bonds Series 2026B was held this morning as well. This debt will be paid by HUC's revenue stream. Nick Anhut, Ehlers, presented before the Council. Mr. Anhut explained that this bond sale is backed by security interest on the utility revenues. HUC has an Al rating that has been affirmed. The low bid came in from BAIRD at 3.5969%. BAIRD is paying an insurance premium for extra security. Motion by May, second by Burley, to approve Resolution No. 16058. Motion carried unanimously. 11. APPROVE/DENY PROCEEDING WITH OUTDOOR BASKETBALL COURT PROJECT Lynn Neumann, PRCE Director, presented before the Council. Ms. Neumann explained that this item is a follow-up from the last Council meeting where the Hutchinson Youth Basketball Association requested the Council consider an outdoor basketball court be constructed in a city park. The HYBA has pledged $200,000 towards the project. Ms. Neumann noted that the next steps to consider would be going out for bids on the project should the Council wish to proceed. Other projects on the CIP with their funding source have been supplied to the Council for them to review as they consider this project and others. The total estimated construction budget for this project is approximately $416,000. Council Member Burley suggested discussing this project, along with the others on the CIP, at the CITY COUNCIL MINUTES —August 11, 2026 budget workshop that is planned for August 25, 2026. Burley suggested polling the public on the various project needs. Council Member Czmowski noted that each project affects a few hundred people and if certain groups are asked that aren't tied to their project they will most likely voice opposition. Council Member May suggested discussing this project and all others at the CIP workshop on August 25, 2026. Council Member Czmowski suggested setting a cap the City will pay towards the project by using Parkland Dedication funds. There is currently $300,000 in this fund. In order for the project to go out for bids, plans and specifications will need to be put together which will cost approximately $10,000-$15,000. Council Member May suggested taking action on this item after the CIP workshop is held on August 25, 2026. The bidding process was discussed along with identifying funding sources based on the project amount. Council Member Czmowski noted that there are funds available and a lot hinges on the actual bid amount for the Council to know what numbers to work with. Andy Reid, Finance Director, spoke about the funds available in the Parkland Dedication fund. The use of the funds needs to follow certain guidelines which the basketball court project does. There is another project being considered with these funds but there is sufficient funds available for both projects. He also noted funding sources could be combined as well for this project, or others. Council Member May suggested proceeding with authorizing plans/specifications and then allocate funds following the CIP workshop. Motion by Czmowski to authorize plans/specifications and go out for advertisement for bids. No second. Matt Jaunich explained that if it is the Council's desire to authorize plans/specifications and advertise for bids, a Resolution will be placed on the next agenda for them to consider at the next City Council meeting. Motion by May, second by Czmowski, for staff to proceed with a Resolution to authorize plans/specifications and advertisement for bids. This will be on the next agenda. Motion carried unanimously. 12. APPROVE/DENY NORTHWOODS BATTING CAGE PROJECT Lynn Neumann, PRCE Director, presented before the Council. Ms. Neumann explained that the Hutchinson Junior League Baseball Association has proposed a batting cage project at Northwoods Park which is fully funded by the association. Staff will install the batting cages. .19 CITY COUNCIL MINUTES —August 11, 2026 Motion by Burley, second by Czmowski, to approve Northwoods batting cage project. Matt Jaunich explained the difference with this project compared to the basketball court project is that this project is under $175,000 which is the threshold that requires public bidding. Staff have been working with HJLBA for over a year on this project. Motion carried unanimously. 13. APPROVE/DENY SETTING BUDGET WORKSHOPS FOR AUGUST 25, 2026, AND SEPTEMBER 8, 2026, AT 4:00 P.M. Mr. Stifter explained that this Resolution is an update to one previously approved at the March 24, 2026, Council meeting. This updated Resolution reflects an award amount of $501,000 with an approximate 30% match on the part of the City of $210,000 for a total project amount of $711,000. He also noted that paving most likely will begin on Monday/Tuesday in the Elks Drive neighborhood. Patching is also being completed in a few places throughout the community. Notifications had gone out on the sewer lining project as well. Matt Jauncih — Mr. Jaunich reminded the Council of the canvass board meeting at 11:00 a.m. on Friday August 14, 2026. Mr. Jaunich also addressed the Flock camera issue. He explained that the City does not have Flock cameras but do have four license plate readers in the community, of which three have had the wires cut on them by private parties causing damage. These license plate readers have been on squad cameras for years but four stationary ones were placed in the community in June. Three crimes have been solved since then by using these license plate readers. Minn. Stat. 13.824 authorizes the use of these license plate readers and the City uses them as authorized. He asked that if citizens have questions on these cameras, he requested that they contact staff so that accurate information can be provided to them. This authorization is being issued in anticipation of a forthcoming Agreement with the Minnesota Department of Transportation (MnDOT), which is expected to be finalized in the coming weeks. This authorization is limited to allowing TKDA to commence design activities necessary to maintain progress on the project schedule. It does not constitute approval to proceed beyond preliminary design nor does it commit the City of Hutchinson to any financial obligation beyond work that may ultimately be reimbursable or authorized under the anticipated MnDOT Agreement. By accepting this authorization, TKDA agrees that the City of Hutchinson shall be held harmless in the event that the expected MnDOT Agreement does not materialize, is delayed, or is modified in a way that affects the scope or funding of the project. Any work performed prior to full execution of the MnDOT Agreement is undertaken at TKDA's own risk. Upon execution of the MnDOT Agreement, the City will issue formal notice to proceed consistent with the final terms and funding provisions. Consideration of Renting out the Lot at 210 3rd Avenue NW (old Cenex Site) for an Agenda Item: Event on September 19, 2026 Department: Administration LICENSE SECTION Meeting Date: 8/25/2026 Application Complete N/A Contact: Matt Jaunich Agenda Item Type: Presenter: Matt Jaunich Reviewed by Staff ❑ New Business Time Requested (Minutes): 5 License Contingency N/A Attachments: Yes BACKGROUND/EXPLANATION OFAGENDA ITEM: The city has received a request to rent out a lot the city owns at 210 3rd Avenue NW (old Cenex Site) for a proposed event on September 19, 2026. Attached is a letter from the event sponsor describing what the event is and what they would use the site for. Generally speaking, events like this would be done at a city park and handled through the parks department. Since the lot in question is not a city park, it's a lot owned by the city identified for future development, the request needs to be considered by the City Council. Staff doesn't have any concerns with the request and if the Council is interested in approving it, should do so with some conditions. At the very least, the sponsor should provide insurance that lists the city as a "named insured" (the sponsor has noted they do not have any issues with this - they attached one from their previous event). We also had the sponsor fill out our park permit application, which is what we do for other organized events in town. That application is also attached. Based off of that, do we want to require anything else of the sponsor? Do we want to charge a fee for the use of this site? The sponsor will be at the meeting to answer any questions you may have. Our hope is that the demonstration is successful enough to bring the Highland Games Heavy Events annually to Hutchinson. What is the Heavy Events you ask? Good question! The Scottish Heavy Events is a centuries old tradition to determine the strongest clansman in villages who may go on to be royal messengers, military leaders, or other "strongman" uses. The stakes in modern day are far more relaxed and usually involve bragging rights; high rankings for invites to Professional Games all over the world; various prizes such as swords or Scotch; and the thrower's favorite, cash. The easiest way to explain the Heavy Events is to imagine the throwing events of a track and field meet with competitors in kilts but instead of a shot put, you have stones; Scottish hammers; height events, and the premier Caber toss. A caber may best be described as a telephone pole that needs to be "picked" and "turned." A pick is how we literally pick it up off the ground and get it into our hands and rest it in the shoulder. Most athletes will run with it to gain momentum and before the caber begins to fall off of the shoulder, stop as fast as possible and toss the caber as violently as you can in order to turn the caber end over end prior to hitting the ground. Some cabers can be as short as twelve feet and as light as 25 pounds. A professional caber will be at least 150 pounds and a minimum of 18 feet. These events still happen all over the world with one of the biggest Games held in Caithness, Scotland where King Charles still attends. Here in the Minnesota/Dakotas region, we currently have four Games available for athletes and I would love to add to that number here in Hutchinson. Athletes range from teenagers (18+) to masters throwers in their 90's. Men and Women will throw together in these smaller type Games but will be throwing different weights of stones and implements depending on their age. The current field where I practice the throws is just south of the Subway on Highway 7 and east of Stearnswood, Inc. along the river. The reason this location is perfect for the Heavy Events is numerous. First off, it is big enough to throw safely. A 50yd by 50yd field is considered more than enough to handle all of the distance events along with setting up height standards (picture a High Jump bar only we're throwing heavy weights over it.) Secondly, the field is currently not being used by other functions where people could get hurt by the divots left from throwing. It is a beautifully picturesque scene with ample space for spectator seating and plenty of shade forth osethat have Scottishly pale skin. Forth is first demonstration, if we had 30-60 people attend to view the events, I would consider this a smashing success. I already have a multitude of throwers chomping at the bit to throw here and in fact, I have hosted practices on the field with many from our group where we finish up at the Bobber Brewery for food and fun afterwards. While I would love for our Games to be a part of the popular Hutchinson Jaycee Water Carnival each year, our group traditionally throws at the Schram Winery in Waconia on Father's Day so that week would not work. I propose that we take advantage of the many guests the fall Arts and Crafts fair brings each September to Hutchinson. It would be our goal to have our demonstration this coming September 19th. I propose that we start the events at 11:00 a.m. and advertise the Caber parade (the Caber parade is when we take the cabers off of the trailer and bring them to the field before we go, "Caber Up." We are lucky enough to have a bagpipes player who throws and he has already committed to bringing his bagpipes for the caber parade) at 2:00 p.m. We would want to make sure we are done with the Games by 4:00 p.m. in order to break down the field, enjoy a post Games meal at the Bobber and get athletes on their way home by 6:00 p.m. or so. Because safety is a priority while we are throwing weights ranging from 14-56 pounds and hammers that may go a distance of 100+ feet, I propose that we block off the western portion of the field with caution tape. All of our throwers are highly experienced and with this experience comes the ability to stay friendly with spectators who want a closer look to the field while we keep them off of it for their own safety. While we are good stewards of the land and never leave garbage about the field, I would suggest a few outdoor garbage cans for spectators. The bathrooms at Masonic park are close enough for our throwers if they could be opened for the time agreed upon. All of our athletes will be kilted up and will be throwing for numbers which means that they will be going as hard as possible which always provides a good show. As an athletic director, I always provide event insurance. Any further expenses that may be necessary for the demonstration will, for this year, come out of my pocket so I am hoping that we can work together until we make this an annual event and I can find sponsors to help with the event costs. Athletes do pay an entry fee normally for Games which goes to insurance reimbursement and help pay for equipment transport. Because this event is a demonstration, I am not charging an entry fee but have asked athletes to help with the equipment transportation. I understand that we are discussing the possibility of this event very close to the actual day but I hope that I can reassure you that our throwers and equipment manager are locked in for September 19th and any work that needs to happen here on my end can be completed as quickly and efficiently as is possible. I appreciate your time and help on your end in making this a reality with a very bright future. Please let me know if I can provide more information that may be helpful. To assist you with this decision, I wanted to put this memo together to highlight the project to date and what this action will mean. First off, this is the second to last step in seeing this project come to fruition. The last step will be accepting bids and allocating funding for the project. Background The current facility was converted from a More-4 Grocery Store into the Hutchinson City Center in January of 1994. A Grand Opening was held on May 7, 1994. Grand opening material noted that the new facility was designed to "address the needs of a progressive, fast-growing community, while being cost efficient in both short-term and long-term costs". The current facility has 19,600 square feet and was renovated, including furnishings, at a cost of $1.4 million. City staff have kept the building in excellent shape over the years, and the building is structurally sound with a new roof and solar panels having been the recent work done on the building. While the building is in great shape, most of the furniture has existed since 1994 and furniture systems are no longer supported by the manufacturer, limiting the ability to reconfigure or adapt the space. The facility has served the community well over the last 32+ years. However, workstyles, technology, and space demands have evolved significantly since the building opened in 1994. A Needs Assessment on the building was done in 2017 that identified opportunities to improve the customer experience by centralizing service counters, expanding the motor vehicle waiting area, and modernizing the staff office areas to improve efficiency. Following that report, the City began earmarking money for future renovations. Since the Needs Assessment was done in 2017, the City went through COVID and made the decision to relocate the DMV to the new police station when a new facility was built. With the move of the DMV, along with other staff moves and storage/physical document storage downsizing, there presented an opportunity to repurpose the building to better serve staff and the community. Late in 2024, the City Council authorized a Space Needs Study on the building and that report was accepted and approved at the June 24, 2025 city council meeting. That report contained several different findings and recommendations. The biggest takeaway was that the report developed recommendations that support both immediate needs and long-term operational goals — designing not only for today, but with a vision for the next 30 years. Simply put, there was no need to build a a new, highly expensive facility if we made simple upgrades to the facility that currently serves the community. Through the 2026 budget process, the City Council prioritized the remodel through the Capital Improvement Plan and in February of this year, the Council approved a proposal from HMA Architects for Build -Out Design Services and hired the Contegrity Group to serve as the city's construction manager. The final plans and specs, with an updated cost estimate, are now in front of the City Council for your consideration. Goals of the Proiect Through the needs assessment report and the space needs study, we identified 5 succinct goals for the remodel of the City Center. Those goals are as follows: 1) Enhance the community's experience within the facility. 2) Foster staff connection and collaboration through better spatial and functional organization. 3) Improve security needs that the current facility layout doesn't meet. 4) Repurpose the former DMV area in a meaningful and functional way 5) Upgrade workstations with ergonomic, height -adjustable solutions. What will be Accomplished with a Remodel City staff believes that a remodel of the City Center building will extend the useful life of the building by another 30 to 40 years, except for a massive growth of the community. We believe spending around $2 million now will extend the life of this facility, avoiding the need to build a new building in 10 to 15 years. From a more practical level, the remodel will accomplish the following: E • Retain as much of the existing building as possible to minimize costs. • Maximize use of the existing facility by repurposing underutilized spaces. • Centralize administrative support service functions to create a welcoming experience for residents and visitors and to accommodate current and future staffing needs. • Introduce flexible meeting spaces open to the public and to city staff to accommodate customer experiences and election workflows. • Introduce both visual and acoustical treatments along with secured areas that foster discretion and confidence in the city's abilities to manage information. • Improve the employee experience by: o Replacing outdated furniture and incorporating height -adjustable furnishes to improve ergonomics and flexibility for staff. o Expanding the staff breakroom and providing wellness areas to support employee connection and wellbeing. Cost Estimate/Bidding Process Last year through the budgeting process, we included a cost estimate of $2.3 million in the Capital Improvement Plan (CIP). This was an all -in cost including the costs of our consultants. The current estimate for an all -in cost is $2.27 million. The $2.27 million includes the add -alternate bid for a new air handler unit with an estimated cost of $130,000. If approved at the council meeting, we will go out for bids on this project with a deadline for bids to be received by October 8, 2026, with bids being considered at the October 27, 2026 city council meeting. The current bidding process is planned to have 9 bid packages that will consist of the following: General Construction, Tile, Acoustical Treatments, Flooring, Painting, Window Treatments, Fire Protection, Plumbing/HVAC & Electrical/ Communications. There will also be two bid alternates. One is the air handler unit and the other is to get a cost to replace doors versus refurbishing the doors throughout the building. How will it be Financed The preliminary CIP for 2027 has the proposed funding for this project as follows: Total cost of $2.27 million funded by Facility Plan ($970,000) and bonded debt ($1.3 million). There is the potential use of other reserve funds or enterprise fund contributions to bring the debt down further that can be considered during the budgeting process. Staff will be present to answer any questions the council may have on this. From a timeline standpoint, the October 27, 2026 council meeting will be the meeting where a final decision on this project is made. If approved, we are looking at construction starting likely in December or January. The remodel will be done in two phases to minimize relocation costs and to maintain public services during construction. First Reading - Consideration of an amendment to the C-3 Zoning District to allow Agenda Item: tattoo establishments as a permitted use. Department: Planning LICENSE SECTION Meeting Date: 8/25/2026 Application Complete N/A Contact: Dan Jochum Agenda Item Type: Presenter: Dan Jochum Reviewed by Staff ❑ New Business Time Requested (Minutes): 5 License Contingency N/A Attachments: Yes BACKGROUND/EXPLANATION OFAGENDA ITEM: The City has received several conditional use permit applications for tattoo establishments over the past 10 years or so. All these conditional use permits have been approved and there have been no issues with tattoo businesses in Hutchinson. Tattoos and tattoo business have become more popular in recent years, and these establishments don't have the reputation they once did many years ago. Additionally, these businesses are regulated by the State of Minnesota and need a license from the City of Hutchinson. Because of the reasons noted above, staff feel that tattoo establishments should be permitted uses in the C-3 district rather than conditional use. This item was discussed at the Planning Commission Meeting on August 18, 2026. The planning commission had questions if this amendment would mean these businesses would still need a license from the City and the answer is yes. They also still need licensing from the State of Minnesota. The Planning Commission voted unanimously (5-0) to recommend approval of the ordinance amendment. MINUTES HUTCHINSON PLANNING COMMISSION Tuesday, June 16, 2026 5:30 p.m. 1. CALL TO ORDER 5:30 P.M. The June 16, 2026, Planning Commission meeting was called to order by Chairman Fahey at 5:30 p.m. Members in bold were present Chairman Fahey, Vice Chairman Hacker, Commissioner Garberg, Commissioner Zuidema, Commissioner Sebesta, and Commissioner Janssen, Commissioner Kosek. Also present were Dan Jochum, City Planner, Mike Stifter, City Public Works Director, Marc Sebora, City Attorney, Miles Seppelt, City Economic Development Authority, Andrea Schwartz, City of Hutchinson Planning and Building Specialist, Rozanne Johnson, City of Hutchinson Planning and Building Assistant. 2. PLEDGE OF ALLEGIANCE 3. CONSENT AGENDA A. CONSIDERATION OF MINUTES DATED May 19, 2026. Motion by Commissioner Hacker to approve May 19, 2026, meeting minutes. Second by Commissioner Zuidema. Motion approved. 4. PUBLIC HEARING A. CONSIDERATION OF A CONDITIONAL USE PERMIT FOR A TRUCK TERMINAL IN AN I-1 ZONING DISTRICT LOCATED AT 1060 AND 1064 ADAMS ST SE. Marc Sebora, City Attorney, addressed the Commission and gave a brief overview of the project. Mr. Sebora then covered the staff report. Commissioner Hacker asked why we would require screening along nonresidential zoning. He does not feel we need to require any screening along commercial zone or roadway. David Vanden Berg, 1035 Jefferson, asked how big a building would be built. Mr. Sebora noted that no additional buildings are planned to be built at the present time. Existing buildings will remain in use but there is no plan for any new buildings at this time. Another question is if the trucks will have back up beepers and what hours of the day/night will the trucks be running. Minutes Hutchinson Planning Commission June 16, 2026 Page 2 Alec Westlund, applicant, noted there are currently 4 trucks with beepers. Generally there are 2 shifts during the daytime hours and one night shift. They do not have plans to have trucks running at night. It was noted that the traffic and noise should remain close to what the previous use was. Andy Vasek (Mathews Vasek Construction), Mound, owns the property to the NW. There is a shared access for his business and the new truck terminal. The 1062 address along Adams St will not be a part of this sale and he is concerned of the access for the trucking company. He would like to know the number of trucks entering as this is a shared access. Mr. Sebora noted that he is aware that the County does not prefer to have multiple access points near one another. Mr. Westlund noted that the trucking company planned to utilize the current easement through Mr. Wendlant (1062 Adams St SE) and the City of Hutchinson (906 Adams St SE). Also noted there is also a speed limit change right after the access point. Motion by Commissioner Janssen, second by Commissioner Hacker to close the hearing at 6:02 p.m. Additional recommendation to be added to the list: #10. Applicant must obtain legal access to the property sufficient for the use of heavy truck traffic There was discussion on the beeping noise from truck backing. The applicant is meeting the standards of the zoning district, and it is unfortunate that the zoning of residential is next to this property. Motion by Commissioner Hacker to approve the Conditional Use Permit with 10 staff recommendations (modifying #6 to only require fencing on residential areas and adding condition of #10 to obtain access of the property). Second by Commissioner Janssen. Item will be on City Council consent agenda on 06/23/26. 5. NEW BUSINESS A. NONE 6. UNFINISHED BUSINESS A. NONE 7. COMMUNICATION FROM STAFF A.
