Hutchinson HRA Regular Board Meeting
May 19, 2026
Minutes
1 CALL TO ORDER—Renee Lynn Johnson-Kotlarz called the meeting to order at 7:00 a.m.
Members present: Nicole Engh; Gary Forcier, Mayor; Peggy Godina; Bruce Naustdal
Members absent: None
Others present: Judy Flemming, Executive Director; John Olson, HRA Technician.
a. Approve the Hutchinson HRA Regular Board Meeting agenda and any agenda additions and/or
corrections.Motion by Forcier, second by Engh to approve the agenda, including removing Park
Towers'April financial statements and Revised VA WA Staff Policy, unanimous approval.
b. There were no declarations of conflict of interest.
2. PUBLIC COMMENTS—No citizens addressed the HHRA Board of Commissioners.
3. CONSIDERATION OF MINUTES OF THE REGULAR BOARD MEETING ON APRIL 21, 2026
Motion by Forcier, second by Engh to approve regular meeting minutes, unanimous approval.
4. FINANCIAL REPORTS
a. City Center:
1) Consideration of City Center General Fund payments of$10409.28 for checks 9589 to 9595
2) Consideration of City Center April 2026 Financial Statements
Motion by Engh, second by Forcier to approve City Center payments and City Center Financial
Statements for April 2026, unanimous approval.
b. Park Towers:
1) Consideration of Park Towers Operating Account payments of$37,837.27 for checks 17049
to 17082, and the 5/13/2026 Visa Bill payment
2) Consideration of Park Towers Security Deposit Account payments of 940.61 for checks
1645 & 1646
Motion by Forcier, second by Engh to approve Park Towers payments for April 2026, unanimous
approval.

c. Operation Updates
1) Consideration of Grounds Keeping Contract. Motion by Forcier, second by Engh to approve
groundskeeping contract, unanimous approval.
2) Consideration of Office Security Camera Updates. Motion by Naustdal, second by Engh to
approve proposal from CIT for office security cameras, unanimous approval.
3) Consideration of Revised VAWA Staff Policy. Motion by Engh, second by Forcier to
approved Revised VA WA Staff Policy, unanimous approval.
6. PROGRAM UPDATES
a. Owner Occupied Rehab Programs Update
1) Consideration of approval of City Home Repairs Program grant: City Home Repair Grant for
840 Dale Street SW. Motion by Forcier, second by Naustdal to approve, unanimous
approval.

b. Island View Heights Lots Discussion. Flemming presented the process undertaken and the
discussions that have taken place to-date, narrowing it down to two primary options, including:
1)HRA-led Requests for Proposals from developers/builders, or 2) Consideration of utilizing the
Southwest MN Community Land Trust. In either case, construction wouldn't be likely until 2027
at the earliest. Considering the potential for additional contributions from sources other than
HRA, which would make the homed more affordable, the result of the discussion was to proceed
with providing a letter of support. Motion by Naustdal, second by Engh to approve providing a
letter of support.
7. COMMUNICATIONS
a. FYI: 2025 HRA Year End Report Presentation to City Council 5/12/2026
b. FYI: City Amending Ordinance to eliminate the 2-term limit for commissioner being on a Board.
Flemming noted the amended ordinance had first-reading at the recent City Council meeting,
with the second reading and adoption proposed for a June City Council meeting.
c. Executive Director's Email Response to Station's "County housing program showcases needs,
opportunities"news article.
d. FYI: Planning/Building/Zoning Department Year End Report
e. FYI: March 2026 Hutchinson Housing Market Update
f. FYI:,Freddie Mac: The 30 year fixed rate mortgage averaged 6.37%this week. Recent data
points to slightly better conditions for buyers with a boost in new-home sales,median new-home
prices being down to their lowest level since July 2021, and higher inventory than in recent
years. Together, these trends could modestly ease affordability pressures through the spring
homebuying season.
• The 30-year fixed-rate mortgage averaged 6.37% as of May 7, 2026, up from last week when
it averaged 6.30%. A year ago at this time, the 30-year FRM averaged 6.76%.
• The 15-year fixed-rate mortgage averaged 5.72%, up from last week when it averaged
5.64%. A year ago at this time, the 15-year FRM averaged 5.89%.
8. ADJOURNMENT—There being no other business, Johnson-Kotlarz declared the meeting
adjourned.
