authorized to do a banking business and act as depositories in
Minnesota, be and they hereby are designated depositories of the
Public Funds of the City of Hutchinson in the County of McLeod,
State of Minnesota, by the City Council of said City, for the term

THAT the City Finance Director of the City of Hutchinson is
hereby authorized and directed to deposit in said banks and
institutions in special funds to be known as "City of Hutchinson"
all monies that may come into his hands.
BE IT FURTHER RESOLVED:
THAT a copy of this resolution is to be filed by the City

WHEREAS, the City of Hutchinson is empowered by previously passed ordinances to impose fees for
various services, products, and licenses, and,
WHEREAS, based upon the recommendation of costs for providing these services, products and licenses
for various city departments,

SECTION 30.34 SALARIES OF MAYOR AND COUNCIL
Salaries of the Mayor and Council Members are hereby fixed as follows, which amounts are deemed
reasonable:
(1) The monthly salary of the Mayor shall be $687.23.
(2) The monthly salary of each Council Member shall be $439.90.
(3) The Mayor shall be allowed as additional compensation the sum of $60.00 as a per diem
Payment for each half day meeting, defined as a meeting lasting three hours or less in length,
and $90.00 as a per diem payment for each full day meeting, defined as a meeting lasting in
excess of three hours, attended by the Mayor on behalf of the City of Hutchinson. The per
diem allowance shall not be paid for City Council meetings and regular Board meetings and
shall be limited to a total per diem payment of $4,980.00 per year.
(4) The salaries provided for herein shall be effective January 1, 2005.

After discussions with Mayor Cook and after conferring with a number of the City directors, it
has been determined that it is appropriate to bring before the City Council proposed amendments
to City Policy No. 3,02. The proposed amendment is herein attached for your review and
includes the following changes:
City Policy No. 3.02 MANAGEMENT TEAM MEETINGS
Per Policy No. 3.02, the Management Team Meetings are currently held at 1:30 p.m. on
Mondays. The purpose of the meeting is to allow the management staff (directors) to
meet on a regular basis as a group to address and discuss relevant issues. Although this is
a "staff' meeting, from time to time, the Mayor or a City Council member may choose to
attend the meeting and is welcome to provide input to the staff.
Mayor Cook has expressed an interest in attending the Management Team Meeting
periodically. To better accommodate his schedule, it is proposed to change the meeting
time on Mondays from 1:30 p.m. to 3:30 p.m.
It is requested that the City Council, upon the recommendation of staff, consider this
amendment to Policy No. 3.02.

All directors shall attend weekly management team meetings. Management team
meetings will be at +-39 3:30 p.m. on Mondays. During weeks with a holiday on
Monday, the meeting will be held on Tuesday. In some instances, the city administrator
may appoint the finance director or director of engineering to coordinate the meeting in
his absence.
The administrative secrete coordinator shall attend the portion of the meeting
designated for the discussion of the Council meeting agenda. The utilities general
manager and the HRA director have a standing invitation to add items to the meeting
agenda and to attend the first meeting of each month. These individuals may also
request to be present at any of the subsequent weekly meetings if they have issues that
require immediate attention by staff.
All agenda items are to be submitted to the city administrator by 12:00 noon on the
Friday prior to a meeting.
In the event a director cannot attend a meeting because of conference, vacation, etc.,
the director or staff person shall personally inform the city administrator.
In the event a staff meeting must be cancelled, the city administrator will give notice by
4 p.m. the day before.
