CALL TO ORDER—Renee Lynn Johnson-Kotlarz called the meeting to order at 7:00 a.m. Members present: Gary Forcier, Mayor; Dan Masog. Members absent: Peggy Godina; Robin Kashuba. Others present: Judy Flemming, Executive Director; John Olson, HRA Technician. a. Approve the Hutchinson HRA Regular Board Meeting agenda and any agenda additions and/or corrections.Motion by Masog, second by Forcier to approve the agenda, including any agenda additions and/or corrections, unanimous approval 2. PUBLIC COMMENTS —No citizens addressed the HHRA Board of Commissioners. 3. CONSIDERATION OF MINUTES OF THE REGULAR BOARD MEETING ON NOVEMBER 18,2025. Motion by Forcier, second by Masog to approve regular meeting minutes, unanimous approval. 4. FINANCIAL REPORTS a. City Center: 1) Consideration of City Center General Fund payments of$15,58728 for checks 9559 to 9562 and the 12/9/2025 Visa Bill payment 2) Consideration of City Center November 2025 Financial Statements 3) Consideration of Resolution#2025-3 To Void City Center Operating Account Check 9441 Motion by Forcier, second by Masog to approve City Center payments and City Center November 2025 Financial Statements, unanimous approval. b. Park Towers: 1) Consideration of Park Towers Operating Account payments of$55,875 for checks 16886 to 16919, and the 12/09/2025 Visa Bill payment 2) Consideration of Park Towers Security Deposit Account payment of$3,456.39 for checks 1641 3) Consideration of Park Towers November 2025 Financial Statements (Handout at Meeting) 4) Consideration of Resolution#2025-4 To Void Park Towers Operating Account Check 16571 and Security Deposit Account Check 1636 Flemming briefly explained a few of the larger Park Towers payments. Motion by Masog, second by Forcier, to approve Park Towers payments and Park Towers November 2025 Financial Statements, unanimous approval. 5. CONSIDERATION OF 2026 PAID LEAVE POLICY AND THE AMENDMENT TO THE PERSONNEL POLICY SECTION 26: REST PERIODS, MEAL BREAKS AND HOLIDAYS. Flemming briefly explained that because HRA has a separate tax identification number, the deadline for inclusion in the City of Hutchinson's paid leave plan was inadvertently missed. HRA intends to utilize the State of Minnesota's plan for the first quarter of 2026. Motion by Forcier, second by Masog to approve 2026 Paid Leave Policy, unanimous approval. Motion by Masog, second by Forcier, to approve changes to Section 26 of the personnel policy, unanimous approval. 6. PARK TOWERS a. Consideration of Resolution#2025-5 Write off uncollectable accounts. Motion by Forcier, second by Masog to approve Resolution #2025-5, unanimous approval. b. Consideration of Board Resolution#2025-6 Depreciation Report. Flemming reported that the report is being cleaned up,helped in part by the capitalization policy implemented last year. Motion by Masog, second by Forcier, to approve Resolution #2025-6changes, unanimous approval. c. Consideration of Approval of Hawkins Ash CPA's Engagement Letter. Flemming reported satisfaction with the staff she works with at Hawkins Ash CPAs. Motion by Masog, second by Forcier, to approve the engagement letter, unanimous approval d. Park Towers December Newsletter e. Park Towers Vacancy Report f. Operation Updates • HUD's NSPIRE Inspection Notice. Flemming received notice that inspections will be held within the next 28 days. • Commissioners discussed whether it would be prudent to install window restrictors for windows above the second floor, encouraging staff to do some research. 8. PROGRAM UPDATES a. Digital Marketing on Facebook & Instagram. Flemming encouraged board members to interact with marketing on social media platforms. 9, COMMUNICATIONS a. Final 2025 Apartment Guide b. 2026 General Fund and Debt Budget Update and Tax Levy Allocations Presentation c. FYI: Freddie Mac Mortgage Interest Rate for the week of December 4 2025: Mortgage rates decreased for the second straight week, emerging from the Thanksgiving holiday. Compared to this time last year, mortgage rates are 1/2% lower, creating a more favorable environment for homebuyers and homeowners. The 30-year fixed-rate mortgage averaged 6.19% as of December 4, 2025, down from last week when it averaged 6.23%. A year ago, at this time, the 30-year FRM averaged 6.69%. The 15-year fixed-rate mortgage averaged 5.44%, down from last week when it averaged 5.5 1%. A year ago, at this time, the 15-year FRM averaged 5.96%. 10.
