06-25-2025 HUCMMINUTES Regular Meeting — Hutchinson Utilities Commission Wednesday, June 25, 2025 Call to order — 3:00 p.m. President Matt Cheney called the meeting to order. Members present: President Matt Cheney; Secretary Don Martinez; Vice President Troy Pullis; Commissioner Kathy Silvernale; Commissioner Tom Lambert; GM Jeremy Carter; Attorney Marc Sebora: 1. Conflict of Interest 2. Approve Consent Agenda a. Approve Minutes b. Ratify Payment of Bills Motion by Commissioner Martinez second by Commissioner Pullis to Approve the Consent Agenda. Motion carried unanimously. 3. Approve Financial Statements Mr. Martig presented the Financial Statements. Electric Division is similar to last year. Natural Gas Division is also similar to last year with the exception of transportation. Transportation has an increase of $70k due to no revenue being booked for New Ulm in May 2024 in order to begin applying revenue to the correct month. GM Carter reviewed the usage on both Electric and Natural Gas which are moving upwards from previous years. GM Carter also reviewed the Purchase Power, Power Cost Adjustment, and Rate Stabilization Fund. Motion by Commissioner Lambert, second by Commissioner Silvernale to Approve the Financial Statements. Jared Martig, Financial Manager — 1. Met with a software vendor on a Customer Service/Accounting software package possibly for future use c. Human Resources — Angie Radke - i. Catching up on miscellanies tasks d. Legal — Marc Sebora — i. Nothing to report e. General Manager — Jeremy Carter i. Reviewed business update that was sent out ii. NextEra Confirmation was sent back iii. July 4th - offices will be closed 6. Policies a. Review Policies i. Section 6 of Exempt Handbook ii. Section 6 of Non -Exempt Handbook No changes recommended at this time b. Approve Changes i. Accidents and Injuries (Exempt and Non -Exempt) ii. Unsafe Conditions or Practices (Exempt and Non -Exempt) iii. Protected Safety Footwear (Exempt and Non -Exempt) Ms. Radke spoke of the policy changes. All policies listed above were updated to remove the word Director from the policies, policies are still applicable. Motion by Commissioner Silvernale, second by Commissioner Lambert to Approve Policy Changes. Motion carried unanimously, 7. Unfinished Business 8. New Business a. Approve Req#010270 — Close Interval Survey Mr. Bettenhausen presented Approval of Req#010270 — Close Interval Survey. A close interval survey (CIS) is conducted on pipelines to assess the entire structure's cathodic protection status by recording pipe -to -soil potential profile. HUC's goal would be to complete 1/5 of the transmission line annually going forward, which would be 20 miles per year. The CIS will also provide HUC a baseline for future close interval surveys. Motion by Commissioner Pullis, second by Commissioner Martinez to Approve Req#010270 — Close Interval Survey. Motion carried unanimously. b. Approve Req#010278 Generator #1 Transformer Radiator Repair Mr. Hunstad presented Approval of Req#010278 Generator #1 Transformer Radiator Repair. The step-up transformer for Unit#1 has 9 radiators that are rusting and need to be sandblasted and painted to avoid a potential leak. The work will take two weeks to complete. Motion by Commissioner Martinez, second by Commissioner Silvernale to Approve Req#010278 Generator #1 Transformer. Radiator Repair. Motion carried unanimously. 9. Adjourn There being no further business, a motion by Commissioner Pullis, second by Commissioner Lambert to adjourn the meeting at 3:25. Motion carried unanimously.
