1. CALL MEETING TO ORDER — 5:30 P.M.
Mayor Gary Forcier called the meeting to order. Members present were Tim Burley, Dave Sebesta, Pat
May and Chad Czmowski. Also present were Matt Jaunich, City Administrator and Marc Sebora, City
Attorney.
(a) Approve the Council agenda and any agenda additions and/or corrections
Matt Jaunich, City Administrator, noted that Item 10 has an updated agreement that has been
distributed.
Motion by Burley, second by Czmowski, to approve the agenda as presented. Motion carried
unanimously.
2. INVOCATION — Foundation Church

(The purpose of this portion of the agenda is to provide the Council with information necessary to craft wise policy.

9. ECONOMIC DEVELOPMENT AUTHORITY YEAR END REPORT
Miles Seppelt, EDA Director, presented before the Council. Mr. Seppelt provided a year end report
for the Economic Development Authority. Mr. Seppelt reviewed the EDA's strategies which
includes business retention & expansion, business incubation, business attraction, downtown
redevelopment, talent development, childcare business development, and housing development. Mr.
Seppelt also spoke about grant writing that is completed every year and brought in over $200,000 in
2024. Lastly, Mr. Seppelt reviewed challenges facing the EDA.
Council Member Burley asked Mr. Seppelt if there are grants available to make businesses, especially
in the downtown area, more ADA accessible. Mr. Seppelt noted that is something he will pursue.

10. APPROVE/DENY ELK RIDGE ESTATES SUBDIVISION AGREEMENT
Dan Jochum, Planning/Zoning Director, presented before the Council. Mr. Jochum noted that a
revised subdivision agreement has been distributed this evening. The revised agreement includes the
public infrastructure construction cost. This cost was not included at the time the Council packet was
published.
Motion by Czmowski, second by Sebesta, to approve Elk Ridge Estates Subdivision Agreement.
Motion carried unanimously.
11. APPROVE/DENY FIRST READING OF ORDINANCE NO. 25-855 — AN ORDINANCE
AMENDING SECTION 154.067 OF THE HUTCHINSON CITY CODE REGARDING THE I-1
ZONING DISTRICT

Dan Jochum, Planning/Zoning Director, presented before the Council. Mr. Jochum explained that the
City has been getting inquiries from data center companies about locating in the Industrial Park.
There is a company currently working with Hutchinson Utilities Commission to locate on an open lot
owned by a private parry within the I-1 Light Industrial area. Data centers are not currently permitted
in any zoning districts in Hutchinson. It is being recommended to allow these types of companies in
the I-1 district with a conditional use permit. Staff is recommending that these data centers not be
allowed as a permitted use due to the varying size and scale of these uses. Instead, staff feels it would
be best to look at these uses on a case by case basis via a conditional use permit.
Motion by Burley, second by Forcier, to approve first reading of Ordinance No. 25-855. Roll call
vote was taken: Burley — aye; Sebesta — aye; May — nay; Czmowski — aye; Forcier — aye. Motion
carried 4 to 1.
12. APPROVE/DENY SETTING COUNCIL WORKSHOP FOR JULY 8, 2025, AT 4:30 P.M. TO
REVIEW 2024 FINANCIAL AUDIT REPORT
Motion by Czmowski, second by Sebesta, to approve setting Council workshop for July 8, 2025,a t
4:30 p.m. to review the 2024 financial audit report. Motion carried unanimously.
GOVERNANCE
(The purpose of this portion of the agenda is to deal with organizational development issues, including policies,
performances, and other matters that manage the logistics of the organization. May include monitoring reports,
policy development and governance process items.)

MISCELLANEOUS
14. STAFF UPDATES
Mike Stifter — Mr. Stifter reminded viewers that the Hassan Street improvement project begins on
Monday April 28, 2025. In addition, there is some incorrect signage on Stoney Point Road for that
project. The project will begin on or about June 9, 2025.
Matt Jaunich — Mr. Jaunich noted that a public hearing is scheduled for May 13, 2025, at 6:00 p.m. on
the proposed chicken ordinance. The proposed ordinance is posted on the City's web site and is
available at City Center. Feedback may be given at the public hearing or can be given directly to council
members or Mr. Jaunich. He also noted that he is working on scheduling a joint meeting between the
City Council, EDA and HUC.
15. COUNCIL/MAYOR UPDATE
Mayor Forcier — Mayor Forcier asked that the police department's speed trailer be placed on Denver
Avenue. Council Member Burley also suggested placing it on Sherwood Street near Elks Park. Chief
Gifferson noted that the department will also conduct traffic service requests if a citizen makes such a

request in their neighborhood
Tim Burley — Council Member Burley reminded viewers to remember veterans and those suffering with
mental health issues.
Dave Sebesta — Council Member Sebesta noted that the organization Parents Inspired is moving to the
former Flank restaurant location on Main Street. He also noted that Trailblazer Transit is in need of
drivers as they are short staffed.
Pat May — Council Member May noted that the sculpture stroll pieces will be replaced over the next
few weeks.
