12-04-2023 PRCEM Parks, Recreation & Community Education Advisory Board Meeting Minutes December 4, 2023 Members present were Chad Czmowski, Josh Kamrath, Kyle Wendling, Liz Stearns, Ashley Gabbert, Margo Kaping. Staff present Lynn Neumann, Jody Harms The meeting was called to order at 5:15 pm. Motion was made by Kyle Wendling to approve the minutes for November 6, 2023. Chad Czmowski second the motion. Minutes were approved. Old Business Winter/Spring Brochure Dates Reminder o Registration will open on December 13 for the 2024 PRCE Winter/Spring Brochure. Prairie Restoration Grant – “Goats on the Go” Update o Goats on the Go is a go! o The goats will service Riverside Park, Robert’s Park, & Miller Woods May 1-July 31, 2024. o The City of Hutchinson suspended the Livestock Ordinance to accommodate the goats. o Riverside Park (7.25 acres) will take approx. 15 days, Roberts Park (10 acres) will take approx. 15 days and Millers Woods (20 acres) will take 22-31 days. Aquatic Center Update o Memo was emailed with more details about the issues of the Hutchinson Aquatic Center. o Repair estimates are lower than expected. o Surge Tank repair is completed. VMF Grandstand Update th o The VMF project was presented to the City Council on December 12. o The current facility seats 240 and is approximately 40 years old. o $250,000 in private donations has been raised for the project by the Hutchinson Huskies. o A 380-seat project was presented for $865,000. After discussion, seating was lowered to 270 for $642,000. The City of Hutchinson will fund the remainder of the project out of the Facilities Plan Budget. The committee has worked the plan out to accommodate the project for 2024. o Hutchinson Utilities has committed to funding lighting for the fields. New Business Recreation Center Gymnasium Policy Update o Pickleball, open gym, rentals etc. o Casey Hagert presented information regarding policies for Recreation Center Programs.  Rules and policies for gym and pickleball.  These were developed to enhance the experience and to better serve the community. McLeod County Cannabis Ordinance o McLeod County has banned all use of Cannabis in public areas. o This supersedes any City of Hutchinson ordinance. th Potential 8 Avenue Trail Expansion o This is a joint project with ISD 423 and the City of Hutchinson. o Public Works Director and PRCE Director are working on a grant application for the project through the MN Department of Transportation. o If funded, the project will be slated to begin in 2028. o A proposal for a crosswalk at Dale and Linden is being considered. Board Member Items  Chad Czmowski talked about the lack of open skate time due to tournaments. Would like to see alternative times to accommodate canceled times.
