Parks, Recreation & Community Education Advisory Board
Meeting Minutes
November 6, 2023
Members present were Chad Czmowski, Kim Schutt, Josh Kamrath, Mark Lansink, Kyle Wendling,
Liz Stearns, Ashley Gabbert, Margo Kaping. Staff present Lynn Neumann, Jody Harms
The meeting was called to order at 5:15 pm.
Motion was made by Mark Lansink to approve the minutes for October 2, 2023. Kim Schutt
second the motion. Minutes were approved.
New Business
MDE Community Education Annual Report
o The Community Education Annual Report was shared with board members.
2024 Winter/Spring Brochure
o Brochure will go to print December 1
o Registration open December 13
National Citizen’s Survey Results
o This survey is completed every four years, by residents of Hutchinson
o 34% of the population completed the survey
o An overall average of 85% agree that services provided by the city are excellent to good
Oddfellows Park – Pickleball Court Design
o Larson Engineering has been contracted to create a proposal
o A preliminary design will be available, once soil testing and site surveying is completed
o Fundraising can begin upon completion of the preliminary design
Aquatic Center Update
o Global & Aquatronics were contracted to inspect the Aquatic Center due to issues
during the summer.
o Four items need to be addressed:
1. The VLT (variable frequency drive) needs to be reprogrammed
2. The Surge Tank was installed improperly
3. The Feed Controller lines need to be relocated to work properly
4. The Defender needs to be chemically cleaned and resealed.
Prairie Restoration Grant
o A $50,000 Grant was received from the DNR
o Goats on the Go
The Goat Quote is $11,000 twice a year (spring/fall)
Targeted parks are Miller’s Woods, Riverside park, and Roberts park
The Livestock Ordinance would need to be lifted when the Goats on the
Go are in the park(s).
o Prescribed Burns
Due to weather conditions, controlled burns have not been completed.
The cost for Red Rock Fire to perform the burns is $16,000.
Board Member Items
o Hockey Team Update
o Cost to update locker room is $115,000
o The team is currently playing in Mason City
o Lynn is reconnecting with the organization to see if the move to Hutchinson is still
something they want to pursue.
o Winter Brochure
o Add specific dates the Arena is closed due to Hockey Tournaments.

A motion to adjourn was made by Kyle Wendling and Josh Kamrath second the motion.
Meeting adjourned at 6:15 pm.
