Parks, Recreation & Community Education Advisory Board
Meeting Minutes
October 2, 2023
Members present were Chad Czmowski, Kim Schutt, Josh Kamrath, Mark Lansink, Erin Knudtson, Kyle
Wendling, Liz Stearns. Staff present Lynn Neumann, Jody Harms, Sara Witte
The meeting was called to order at 5:15 pm.
Motion was made by Erin Knudtson to approve the minutes for August 7, 2023. Kim Schutt second the
motion, with correction to Erin Knudtson’s name. Minutes were approved.
Old Business
o PRCE Advisory Board Vacant Position
o Two applications – Jan Kreie and Margo Kaping.
o After a discussion, Lynn will offer the position to Margo Kaping.
o Bike and Pedestrian Committee Vacant Position
o The position is still open. Kim will email a suggestion to fill that position.
New Business
Project Updates:
o Veterans Memorial Field Grandstand/Fencing Project
o Fencing has been replaced
o Front entrance gate was moved to help with traffic flow
o Complex lighting to be replaced in 2025. Roberts Park & VMF lighting will cost
approximately $1 million
o Huskies have raised $250,000 from the approximate $650,000 budget
o The design was presented to the City Council
o The City Council is working with WidSETH for engineering services
o Burich Arena Project Updates
o Fence project to cover the HVAC and Utilities along South Grade Rd is completed
o Begin adding ice in the east rink in the next couple of weeks
o Landscaping around the building and along the sidewalks to be completed soon
o Roberts Park
o Sara Witte presented the field renovation plan
o One field per year. NW fields 2022, SW fields 2023
o Renovations will improve water drainage and add new sod
o Kiwanis Park:
o $26,000 park renovation
o Updates include retaining wall, shelter improvements, an ADA-accessible sidewalk,
patio, interior updates. The north door will be eliminated and replaced with a window
o Park reopening next year, with a ribbon cutting event by the Kiwanis
Campground Discussion 2024 and beyond:
o Three cameras installed by shower facility and shelter
o An access code for the shower house was installed. This facility is for campers only. The code is
communicated via their receipt
o Unfortunately, the keypad was vandalized the day after installation
o Discussion on the possibility of a campground host
o Reimbursement by free campsite or hourly rate
o Hire for camping season or month-to-month
o Discussion regarding the Bike Patrol
o Reach out to for more interest
o Hoping to get more eyes on the campground and shelters to possibly help
prevent vandalism
River Rentals
o 2023 season was decreased by 2 days
o Revenue taken in was $590, with staff wages at $1,600
o Researching locker service company to operate River Rentals
o Facility would be open 7-days a week
Park Ordinance Change
o Added Cannabis and Eatables to current city park ordinances where smoking is mentioned
o Current restrictions in parks requires usage to be 25 feet from shelter and playgrounds
Board Member Items
o The campground reservation site is not good. Possibly look into other sites for reservations
Adjournment
A motion to adjourn was made by Chad Czmowski and Kyle Wendling second the motion. Meeting
adjourned at 6:20pm.
