Parks, Recreation & Community Education Advisory Board
Meeting Minutes
March 7, 2022
Members present were Chad Czmowski, Ashley Gabbert, Mark Lansink, Liz Marcus, Jeff Hoeft, Kyle
Wendling, Craig Juhnke, Erin Knudtson. Staff present Lynn Neumann and Jody Harms. Guest present

The meeting was called to order at 5:15 pm.
Motion was made by Chad Czmowski to approve the minutes for February 7. Kyle Wendling second the
motion. Minutes were approved.
Old Business
PRCE Monthly Reports – Staff will continue to send out the PRCE monthly reports. Please let the PRCE
staff know if there are items that board members would like additional information and details on.
New Business
Splash Pad Design and Operation Presentation
a. Jeff Corniea, from Commercial Recreation Specialists (CRS), presented splashpad design
information.
b. Design areas covered included:
a. What is a Splashpad?
b. Ages and abilities for all
c. Changes in Splashpads over time
d. Benefits
e. Play Experiences
f. Design
g. Technologies
h. Water use
i. Anchoring System
j. Quality and surfacing
South Fork Open Space
a. Development possibilities were discussed pertaining to a 1/2 acre of green space that is land
locked by homes. A park was in originally in the plans but never happened. Neighbors adjacent to
the property will be contacted for thoughts and ideas they may have.
b. Possibilities:
a. Small park
b. Provide trail access
c. Rezoning space for another use or increase acreage to attached lots.
Bicycle Fleet
a. Grant money from SHIP ($30,000) and possible grant from The Hutchinson Health Foundation
($10,000) will be used to provide 40 bikes with trailers for bike safety instruction.
b. This is the first bike fleet outside the metro area.
c. Bikes will be available for schools, community groups, Community Education, Bike Pedestrian
Group, and other groups in Mcleod County.
d. Some bikes will be purchased through Outdoor Motion in Hutchinson.
AFS Project
a. Donated funds from the Hutchinson Community Foundation ($10,000) will provide an update to
AFS Park.
b. Updates to include:
a. Information sign
b. Landscaping (mulch, shrubs, crushed granite)
c. Remove invasive plant growth
d. Replace trees
e. New pavers
f. Statue maintenance
c. Project begins May 18. Unfinished items will be completed by Parks Dept staff.

Motion was made to adjourn by Chad Czmowski. Craig Juhnke second the motion. Meeting adjourned
at 6:40 pm.
