MINUTES
Parks, Recreation & Community Education Advisory Board
November 5, 2018
Members present were Chad Czmowski, Liz Marcus, Craig Juhnke, Marsha Anderson,
and Chris Wilke. Also present were Dolf Moon and Jody Harms
The meeting was called to order at 5:15 pm.
A motion made by Chad Czmowski to approve minutes from the September 24, 2018,
meeting and seconded by Marsha Anderson. The board unanimously agreed.
OLD BUSINESS
A. Tennis Facility Update.
a. Brian Mohr and Dolf Moon met with Larson Engineering company.
b. Construction on tennis courts will work around the boys/girls tennis
seasons.
c. Bids will include lighting options. Park elementary courts have lights
available, but they are rarely used.
d. Bids will go out late January for construction to begin spring 2019.
B. Parks Master Plan
a. There were just under 1,000 responses to the survey, with 270 adding
social pinpointing.
C. Ordinance Revisions Approval
a. Discussion regarding quiet time hours at Masonic West River
Campground to remain at 10:00 pm or change to 11:00 pm.
b. A motion was made by Marsha Anderson for quiet time hours to
remain at 10:00 pm. Liz Marcus seconded it. The board unanimously
agreed.
New Business
A. Northwoods Project Update
a. Northwoods Park has been regraded, reseeded, a new fence installed,
and the backstop replaced.
b. A batting cage will be installed at Robert’s Park next year. Salvaged
aglime from Linden Park for the project.
c. Phase 3 begins next year with rebuilding of two fields at Linden Park
with grassy area for soccer.
B. Summer/Fall Project Update
a. Phase three at Elk’s park began on November 5 to add more play
components.
C. Program Report
a. There was an increase in concession revenue due to an increase in
the number of tournaments hosted by Hutchinson from eight to 10
b. Fall fastpitch softball ran for five Sundays this fall. Concession sales
were $2,000.
c. If discount tickets are not used in three years, they need to refund
families according to state regulations. For the 2018 season, 900
discount tickets were purchased and 440 were refunded.
d. A half season swim pass that expires may be introduced in 2019,
which will eliminate discount tickets
Board Member Items
A. Question was asked about improvements to Lions Park. Fundraising efforts
are in progress to raise up to $10,000.

Chris Wilke made a motion to adjourn the meeting at 6:30 pm and seconded by Marsha
Anderson.
