MINUTES
Parks, Recreation & Community Education Advisory Board
August 6, 2018
Members present were Chad Czmowski, Tim Petersen, Liz Marcus, Craig Juhnke,
Marsha Anderson, Don DeMeyer and Eric Westlund. Also present were Dolf Moon and
Leslie Alberts.
The meeting was called to order at 5:15 pm.
A motion made by Liz Marcus to approve minutes from the June 4, 2018 meeting
minutes and seconded by Chad Czmowski. The board unanimously agreed.
OLD BUSINESS
A. Tennis Facility Update
a. Incorporated $350,000 into capital improvement for 2019 by sliding the
ballfield lighting project back to 2025.
b. Feels this is OK since City is studying the lighting with Ameresco.
c. Waiting to find a good time to start project.
B. Parks Master Plan
a. Working with Hoisington Koegler Group to create the Parks Master
Plan.
b. Aug. 1, 2018 was the kick off meeting. Roughed out plan and toured
parks facilities in the area.
c. Looking to meet in October with Park Board to get opinions and take
on City projects. Will use Park Board, City Administrator, Planning
Director and staff to steer project.
NEW BUSINESS
A. Northwoods Project Update
a. Kick-off for Northwoods on July 9, 2018, had a nice turn out! As of
now, backstops with fencing are gone, and the outfields are disced.
Looking to have complete by Labor Day.
i. Fall 2018 season – moving soccer to Roberts Park / Fall 2019
season – build 2 mini-fields at Linden Park.
ii. Stormwater project plan to start in November 2018.
B. Summer/Fall Project Update
a. Robert’s Park playground installation: playground is installed and ready
for use. Sand volleyball courts are updated with new sand and nets.
b. VFW: Restroom is installed and ready for use.
c. Library Square Fountain: new flooring put in and filled with water to
make sure no leaks. Did find a new leak. Had to empty and add a
new floor on top, caulk it and re-fill it. Hoping for no more leaks.
d. River Fountain: Motor may be shot. Roughly a $20,000 repair.
e. AFS Park: Jay Beytein left $5,000 in his estate to this park. Statues
will get a new coating this fall/winter. Park Board talked about planting
a tree in his honor.
f. Elks Park: $70,000-100,000 for next phase of playground
development. Going in this fall.
g. Dog Park: all proceeds from the Doggy Swim Day will go to the new
Dog Park for terrain pieces. At this time, no complaints about the park
including parking.
C. Summer Program Report
a. Community Education numbers are up from last summer.
BOARD MEMBER ITEMS
A. Members were asked to read over Ordinance 18-XXX (An ordinance
amending and replacing Chapter 95). If any questions, reach out to entire
group for thread discussion and agreement.
ADJOURNMENT
Marsha Anderson made a motion to adjourn the meeting at 6:00 pm and seconded by
Tim Peterson.
