06-04-2018 PRCEM MINUTES Parks, Recreation & Community Education Advisory Board June 4, 2018 Members present were Chad Czmowski, Marlys Hoeft, Tim Petersen, Liz Marcus, Craig Junke and Eric Westlund. Also present were Dolf Moon and Leslie Alberts. The meeting was called to order at 5:15 pm. A motion made by Chad Czmowski to approve minutes from the May 7, 2018 meeting minutes and seconded by Liz Marcus. The board unanimously agreed. OLD BUSINESS A. Tennis Facility Update a. Reviewed the Larson Engineering report for tennis courts at Park Elementary. i. 10 year repair- $225,000 ii. 20 year repair- $350,000 iii. Sport Court not recommended iv. UPDATE: Dolf attended a Community Education meeting in Willmar; they have a similar four-court set-up that was renovated at the price point of $320,000. There is a lot of community attachment surrounding the Park Elementary courts. b. Reviewed pricing of high school options i. UPDATE: If there were a move towards the 12-court option, there would need to be donations from other sponsors to complete the project. Dolf will speak to Dr. Mach to gauge the interest in private sector funding that could help cover increased costs. NEW BUSINESS A. Twins Grant a. July 9, 2018 – there will be a kick-off ribbon-cutting at Northwoods Park B. Summer Projects a. Robert’s Park playground installation – playground is installed and waiting to add additional sand and mulch in area. Will take existing sand from volleyball area and add underneath mulch around playground. Will put new sand into the volleyball area. C. Parks Master Plan a. Working with Hoisington Koegler Group to create the Parks Master Plan i. The last master plan dated back to 1979 ii. The Hoisington Koegler Group will work off the RFP to create a proposal. They have past experience with projects for the City of Hutchinson. iii. The city will negotiate a price with HKGI. iv. UPDATE: Tennis/Pickle ball will be reviewed as part of the plan. D. MRPA Awards of Excellence a. Hutchinson Aquatic Center, Wayfinding Project and Rotary Park won the MRPA Awards of Excellence. These awards will be presented June 12, 2018 at the City Council meeting. The Hutchinson Chamber of Commerce, Planning Department and Rotary will be on site to receive the awards. E. Joint Powers Renewal a. 25 years into partnership with the School District and City. b. Renewing for another three-year term. BOARD MEMBER ITEMS A. The Board instructed Director Moon to share the following recommendation with the Administrator and Superintendent. The PRCE Advisory Board recommends that each entity manage their own facility project. They further recommend the School District replace their eight-court facility with an eight- court post tension concrete facility on the same site. Moreover, if a twelve court facility is desired private funding be utilized for the difference. In terms of the City they recommend that the 20 year repair option be undertaken. Additionally they recommend HKGI study the needs of tennis and pickle ball to determine the final project scope. ADJOURNMENT Chad Czmowski made a motion to adjourn the meeting at 6:00 pm and seconded by Craig Juhnke. No meeting in July Next meeting will be August 6, 2018
