The June 18, 2024Planning Commission meeting was called to order byChairman Fahey at 5:30 p.m.Members in bold were present ChairmanFahey, Vice Chairman Hacker, Commissioner Garberg, Commissioner Wirt, Commissioner Sebesta, and Commissioner Janssen. Also present were Dan Jochum, City Planner, Mike Stifter, City Public WorksDirector, John Paulson, City Environmental Specialist, Marc Sebora, City Attorney,Andrea Schwartz, City of Hutchinson Planning and Building Specialist, Rozanne Johnson, City of Hutchinson Planning and Building Assistant. 2.PLEDGE OF ALLEGIANCE 3.CONSENT AGENDA A.CONSIDERATION OF MINUTES DATED May 21, 2024. Motion by Commissioner Wirt to approveMay 21, 2024meeting minutes.Second by CommissionerHacker. Motion approved. 4.PUBLIC HEARING A.CONSIDERATION OF A CONDITIONAL USE PERMIT FOR A SPOTS PERFORMANCE TH FACILITY IN AN I-1 ZONING DISTRICT LOCATED AT 945 5AVE SE. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. Motion by Commissioner Hacker, second by Commissioner Wirt to close the hearing at 5:34 p.m. Motion by Commissioner Hackerto approve the Conditional Use Permitwith 4 staff recommendations. Second by Commissioner Garberg. Item will be on City Council consent agenda on 06/25/2024. B.CONSIDERATION OF A FINALPLAT FOR MCKAY’S HOMESTEAD. Minutes Hutchinson Planning Commission June 18, 2024 Page 2 Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. Motion by Commissioner Wirt, second by Commissioner Hacker to close the hearing at 5:40 p.m. Motion by Commissioner Garberg to approve the Final Plat with 1 staff recommendation. Second by Commissioner Wirt. Item will be on City Council consent agenda on 06/25/2024. Chairman Fahey recused himself from voting as he has personal interest in items C and D. C. CONSIDERATION OF A FINAL PLAT FOR FRANKLIN STREET ADDITION. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. Motion by Commissioner Garberg, second by Commissioner Wirt to close the hearing at 5:42 p.m. Motion by Commissioner Wirt to approve the Final Plat with 1 staff recommendation. Second by Commissioner Garberg. Item will be on City Council consent agenda on 06/25/2024. D. CONSIDERATION OF A CONDITIONAL USE PERMIT TO MOVE A SINGLE-FAMILY DWELLINGFROM 532 DALE ST SW TO 16 FRANKLIN ST NW AND FOR RESIDENTIAL USE IN A C-3 ZONING DISTRICT. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. A member from the public asked about size of house and garage and the setbacks. Mr. Jochum noted the setback in this zone is 0 but the plan was for 5 or 6 ft side yard setback. Motion by Commissioner Wirt, second by Commissioner Garberg to close the hearing at 5:50 p.m. There as discussion on the setbacks that were proposed. Scott Welle, 14379 Ferndale Dr Rogers MN, applicant - noted they plan to have a 6 ft setback for the garage. Motion by Commissioner Garberg to approve the Conditional Use Permit with 6 staff recommendations. Second by Commissioner Wirt. Item will be on City Council consent agenda on 06/25/2024. 5. JULY MEETING – application from 3M has been submitted, others may come in as well B. Commissioner Garberg asked if there has been discussion on lowering cost on building and smaller lot sizes for new single-family dwellings? Mr. Jochum answered yes there has been an ongoing discussion for these developments and housing, the current costs involved in construction and infrastructure are just very high and nothing the City can assist with. 8. ADJOURNMENT Motion was made by Commissioner Wirt, second by Commissioner Garberg to adjourn the meeting, Meeting was adjourned at 6:00 p.m.
