04.16.24 PCM MINUTES HUTCHINSON PLANNING COMMISSION Tuesday, April 16, 2024 5:30p.m. 1.CALL TO ORDER 5:30 P.M. The April 16, 2024Planning Commission meeting was called to order byChairman Fahey at 5:30 p.m.Members in bold were present ChairmanFahey, Vice Chairman Hacker, Commissioner Garberg, Commissioner Wirt, Commissioner Sebesta, and Commissioner Janssen. Also present were Dan Jochum, City Planner, Mike Stifter, City Public WorksDirector, John Paulson, City Environmental Specialist, Marc Sebora, City Attorney,Andrea Schwartz, City of Hutchinson Planning and Building Specialist. 2.PLEDGE OF ALLEGIANCE 3.CONSENT AGENDA A.CONSIDERATION OF MINUTES DATED March 19, 2024. Motion by CommissionerHackerto approveMarch 19, 2024meeting minutes. Second by CommissionerGarberg. Motion approved. 4.PUBLIC HEARING A.CONSIDERATION OF A FINAL PLAT FOR TOP 10 OPTIONS OF HUTCHINSON. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. City staff is working with the developer to install a 15 inchstormsewerpipe to help ease some stormwater issues in the area. Motion by Commissioner Hacker, second by Commissioner Janssento close the hearing at 5:36p.m. Motion by Commissioner Hackerto approve the Final Plat with 5 staff recommendations. CONSIDERATION OF A PRELIMINARY PLAT FOR SECOND ADDITION TO THE MEADOWS. Dan Jochum, City Planner addressed the Commission and gave a brief overview of the project. Mr. Jochum then covered the staff report. Block 1 Commissioner Fahey asked about setbacks, Mr. Jochum noted the setbacks on this plat would be the regular 25 ft. setbacks on front and rear. Block 2 Commissioner Fahey asked about having this block be one lot or two. Mr. Jochum noted that City Staff is recommending this block be one lot. Commissioner Garberg asked about the lot placement with the county road and high speeds. Mr. Jochum noted that this driveway will not be for backing out. There will be turnaround space. Commissioner Fahey asked about Block 2 being hooked up to City services once Outlot A is developed. Mr. Jochum noted that this would be the plan. Block 3 No comments Outlot A Outlot B – staff would like this to be a regular lot. Lot 1, Block 4. No comments on either of these. Foss Nilson 800 Greensview Ct NW – asked about the placement of the boulevard and the easement area. Mr. Jochum showed her where these areas are on a utility plan. Motion by Commissioner Janssen, second by Commissioner Hacker to close the hearing at 5:58 p.m. Motion by Commissioner Hacker to approve the Preliminary Plat with 5 staff recommendations with addition of Block 2 becoming one single lot with approval from the City Council for a septic tank and for Block 3 that the City approves engineering for utilities prior to Final Plat or the parcel becomes an outlot. Second by Commissioner Garberg. Item will be on City Council consent agenda on 04/23/2024. 5. NEW BUSINESS A. NONE 6. UNFINISHED BUSINESS A. There has been a good response to surveys sent out. B. HOUSING WORKSHOP – Council looked at options for subsidy. C. MAY MEETING – We may have one item on the May agenda 8. ADJOURNMENT Motion was made by Commissioner Garberg, second by Commissioner Janssen to adjourn the meeting, Meeting was adjourned at 6:07 p.m.
