1. CALL MEETING TO ORDER — 5:30 P.M.
Mayor Gary Forcier called the meeting to order. Members present were Tim Burley, Pat May, Dave
Sebesta and Chad Czmowski. Others present were Matt Jaunich, City Administrator and Marc Sebora,
City Attorney.
(a) Approve the Council agenda and any agenda additions and/or corrections
Motion by May, second by Sebesta, to approve the agenda as presented. Motion carried
unanimously.
2. INVOCATION — A moment of silence was held in lieu of an invocation.
(The invocation is a voluntary expression of the private citizen, to andfor the City Council, and is not intended to affiliate the
City Council with, or express the City Council's preference for, any religious/spiritual organization. The views or beliefs
expressed by the invocation speaker have not been previously reviewed or approved by the Council or staff)

4. RECOGNITION OF GIFTS, DONATIONS AND COMMUNITY SERVICE TO THE CITY
(a) Proclamation — One Book, One Community
Mary Henke presented before the Council. Ms. Henke spoke on behalf of One Book, One
Community. Ms. Henke gave an overview of One Book, One Community and the book choice
for 2024, Carolina Moonset.
(b) Resolution No. 15684 — Resolution Accepting $2000.00 Donation from the Village Ranch to the
Hutchinson Police Department Towards Future Equipment Purchases
Motion by Czmowski, second by May, to approve Resolution No. 15684. Motion carried
unanimously.

5. CITIZENS ADDRESSING THE CITY COUNCIL
Doug Hanneman, on behalf of Hutchinson Connects, presented before the Council. Mr. Hanneman
spoke of the activities and events Hutchinson Connects assists with — Kind Neighbor Spotlight,
National Night Out, Little Free Library, One Book/One Community, and Volunteer Hutchinson.
Hutchinson Connects is supported by Hutchinson Health and is a group of volunteers committed to
fighting social isolation. Mr. Hanneman noted that the group is always looking for committee
members and they meet at the Library the third Monday of the month. Mr. Hanneman asked that
people share information about Hutchinson Connects to improve socialization, kindness and friendship
community -wide.

Motion by Czmowski, second by Burley, to approve the minutes as presented. Motion carried
unanimously.

Mayor Forcier requested Items 7(e), (f) and (g) be pulled for separate discussion.
Motion by Czmowski, second by May, to approve Consent Agenda I with the exception of the
items noted above. Motion carried unanimously.
A couple of changes to note is that Tim Burley is on the Sustainability Board instead of Pat May
and Pat May is on the Public Arts Commission instead of Tim Burley (these appointments were
made last year). Also, Mayor Forcier suggested that Chad Czmowski be appointed to the Wage
Committee instead of Dave Sebesta so as to better balance appointments amongst council
members.
Motion by May, second by Czmowski, to approve Items 7(e), 7(f) and 7(g). Motion carried
unanimously.
8. APPROVAL OF CONSENT AGENDA II
(a) Claims, Appropriations and Contract Payments — Register B
Motion by Czmowski, second by Burley, with Forcier abstaining, to approve Consent Agenda II.
Motion carried unanimously.

9. LIQUOR HUTCH YEAR END REPORT
Candice Woods, Liquor Hutch Manager, presented before the Council. Ms. Woods provided a year
end review of Liquor Hutch including information on sales history, general fund transfers, trends in

the industry, successful ongoing promotions, 2024 facility improvements and challenges/goals for
2024. Top things to be thinking about for the future are the store's current location related to
customer counts as well as legalized cannabis increase.

10. APPROVE/DENY FIRST READING OF ORDINANCE NO. 24-846 — AN ORDINANCE
AUTHORIZING SALE OF MUNICIPALLY -OWNED LAND TO HDC PROPERTIES LLC
Matt Jaunich, City Administrator, presented before the Council. Mr. Jaunich explained that the City
has received an offer for the full asking price on the old police station building and the parking lot site
adjacent to it. A purchase agreement has been signed with HDC Properties LLC for $399,900. The
City Charter requires that all municipally -owned land be sold with authorization through an
ordinance.
Motion by May, second by Czmowski, to approve first reading of Ordinance No. 24-846. Motion
carried unanimously.
GOVERNANCE
(The purpose of this portion of the agenda is to deal with organizational development issues, including policies,
performances, and other matters that manage the logistics of the organization. May include monitoring reports,
policy development and governance process items.)

MISCELLANEOUS
12. STAFF UPDATES
Matt Jaunich — Mr. Jaunich reminded the Council reps of union negotiation this Thursday night with the
police sergeant union. He also noted that City offices will be closed on Monday January 15, 2024, in
honor of Martin Luther King, Jr. Day.
13. COUNCIL/MAYOR UPDATE
Dave Sebesta — Council Member Sebesta provided an update on the Mid -Minnesota
Development Commission which he serves on as well as the subcommittees of the
Commission that he serves on. He also spoke on the purposes of the Joint Planning
Commission and Planning Commission, which he also serves on.
Pat May — Council Member May provided updates on the committees he serves on: Public
Arts Commission — they will be meeting tomorrow to start discussion on Sculpture Stroll;
Bicycle -Pedestrian Committee; and Wage Committee
Chad Czmowski — Council Member Czmowski also spoke about the committees he serves on
— PRCE Board and EDA Board. One of the biggest items that faced the EDA in December

was that the developer for Uptown Commons will no longer be moving forward with the
development along the river.
Gary Forcier — Mayor Forcier noted he will provide updates on the committees he serves on
at the next Council meeting as they have not met yet this month. He also reminded residents
to clean out fire hydrants near their home that may be blocked with snow. He also reminded
residents to get their animal licenses as required by city code.
