WHEREAS, the City of Hutchinson is generally authorized to accept donations of real and
personal property pursuant to Minnesota Statutes Section 465.03 for the benefit of its citizens,
and is specifically authorized to accept gifts and bequests for the benefit of recreational services
pursuant to Minnesota Statutes Section 471.17; and

Community. Ms. Henke gave an overview of One Book, One Community and the book choice

5. CITIZENS ADDRESSING THE CITY COUNCIL
Doug Hanneman, on behalf of Hutchinson Connects, presented before the Council_ Mr_ Hanneman
spoke of the activities and events Hutchinson Connects assists with — Kind Neighbor Spotlight,
National Night Out, Little Free Library, One Book/One Community, and Volunteer Hutchinson.
Hutchinson Connects is supported by Hutchinson Health and is a group of volunteers committed to
fighting social isolation. Mr. Hanneman noted that the group is always looking for committee
members and they meet at the Library the third Monday of the month. Mr. Hanneman asked that
people share information about Hutchinson Connects to improve socialization, kindness and
friendship community -wide.

Mayor Forcier requested Items 7(e), (f) and (g) be pulled for separate discussion.
Motion by Czmowski, second by May, to approve Consent. Agenda I with the exception of the
items noted above. Motion carried unanimously.
A couple of changes to note is that Tim Burley is on the Sustainability Board instead of Pat May
and Pat May is on the Public Arts Commission instead of Tim Burley (these appointments were
made last year). Also, Mayor Forcier suggested that Chad Czmowski be appointed to the Wage
Committee instead of Dave Sebesta so as to better balance appointments amongst council
members.
Motion by May, second by Czmowski, to approve Items 7(e), 7(f) and 7(g). Motion carried
unanimously.

9. LIQUOR HUTCH YEAR END REPORT
Candice Woods, Liquor Hutch Manager, presented before the Council. Ms. Woods provided a year
end review of Liquor Hutch including information on sales history, general fund transfers, trends in
the industry, successful ongoing promotions, 2024 facility improvements and challenges/goals for
2024. Top things to be thinking about for the future are the store's current location related to

customer counts as well as legalized cannabis increase.

10_ APPROVE/DENY FIRST READING OF ORDINANCE NO. 24-946 — AN ORDINANCE
AUTHORIZING SALE OF MUNICIPALLY -OWNED LAND TO HDC PROPERTIES LLC
Matt Jaunich, City Administrator, presented before the Council. Mr. Jaunich explained that the City
has received an offer for the full asking price on the old police station building and the parking lot
site adjacent to it. A purchase agreement has been signed with HDC Properties LLC for $399,900.
The City Charter requires that all municipally -owned land be sold with authorization through an
ordinance.
Motion by May, second by Czmowski, to approve first reading of Ordinance No. 24-846. Motion
carried unanimously.

12. STAFF UPDATES
Matt Jaunich — Mr. Jaunich reminded the Council reps of union negotiation this Thursday night with
the police sergeant union. He also noted that City offices will be closed on Monday January 15, 2024,
in honor of Martin Luther King, Jr. Day.
13. COUNCIL/MAYOR UPDATE
Dave Sebesta — Council Member Sebesta provided an update on the Mid -Minnesota
Development Commission which he serves on as well as the subcommittees of the
Commission that he serves on. He also spoke on the purposes of the Joint Planning
Commission and Planning Commission, which he also serves on.
Pat May — Council Member May provided updates on the committees he serves on: Public
Arts Commission — they will be meeting tomorrow to start discussion on Sculpture Stroll;
Bicycle -Pedestrian Committee; and Wage Committee
Chad Czmowski — Council Member Czmowski also spoke about the committees he serves
on — PRCE Board and EDA Board. One of the biggest items that faced the FDA in
December was that the developer for Uptown Commons will no longer be moving forward
with the development along the river.

Gary Forcier — Mayor Forcier noted he will provide updates on the committees he serves on
at the next Council meeting as they have not met yet this month. He also reminded
residents to clean out fire hydrants near their home that may be blocked with snow. He also
reminded residents to get their animal licenses as required by city code.

SUMMARY OF CLOSED MEETING PROCEEDINGS
CITY ADMINISTRATOR ANNUAL PERFORMANCE REVIEW SESSION
January 9, 2024
On January 9, 2024, the Hutchinson City Council conducted the annual performance review for
the City Administrator, Matthew Jaunich. Individuals present included Hutchinson Mayor Gary
Forcier, City Council members Tim Burley, Chad Czmowski, Patrick May, and Dave 5ebesta, City
Administrator Matthew Jaunich, City Attorney Marc 5ebora, and Human Resources Director
Kellie Wendland, Mr. Jaunich exercised his right to close the proceedings to the public.
Motion by May, second by Burley, to convene into closed session at 4:31 p.m. to conduct the
city administrator performance review. The motion passed unanimously. The Council then
proceeded into a closed session.
The Council reviewed with Mr. Jaunich his performance for calendar year 2023, in the following
categories: Organizational Management, Fiscal/Business Management, Program Development,
Relationship & Communication with the Council, Long -Range Planning, and Relationship with
Public & Outside Organizations.
Mr. Jaunich provided the Council with a summary of his progress in the positon of City
Administrator for calendar year 2023, and his proposed future objectives and projects.
Motion by May, second by Sebesta, to close the closed proceedings at 5:18 p.m. On a roll call
vote, the motion passed unanimously. The Council moved back into open session.
Motion by May, second by Czmowski, to establish a performance rating of 4.2 — exceeds
expectations, with a 4% performance pay increase, and a resulting annual pay rate of
$156,723.84. The motion passed unanimously.
Motion by Czmowski, second by May, to adjourn the meeting at 5:19 p.m. The motion passed
unanimously.

The project to redevelop the Jorgensen Hotel is moving forward in 2024.
After much analysis and after reviewing several options, the owner of the Jorgensen Hotel has
come to the conclusion that the existing building cannot be renovated in an economical way. As
a result, the developer plans to demolish the existing structure and build a new building in its
place.
Plans call for building a 40-room upscale hotel ❑n the site.
To help make this project feasible, the Developer is requesting assistance with the demolition of
the existing structure. To that end, city staff is preparing an application to the Redevelopment
Grant program offered by the Minnesota Department of Employment and Economic development
(DEED).
The ATTACHED resolution authorizes city staff to complete and submit the grant application.

COMMITMENT TO PROVIDE LOCAL MATCH AND AUTHORIZING CONTRACT SIGNATURES
BE IT RESOLVED that The City of Hutchinson act as the legal sponsor for project contained in the
Redevelopment Grant Program application to be submitted on or before February 1, 2024 and that the
City Administrator is hereby authorized to apply to the Department of Employment and Economic
Development for funding of this project on behalf of the Jorgensen Hotel project.
BE IT FURTHER RESOLVED that the City of Hutchinson has the legal authority to apply for financial
assistance, and the institutional, managerial, and financial capability to ensure adequate project
administration.
BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application
are committed to the project identified.
BE IT FURTHER RESOLVED that if the project identified in the application fails to substantially provide the
public benefits listed in the application within five years from the date of the grant award, the City of
Hutchinson may be required to repay 100 percent of the awarded grant per Minn. Stat. § 116J.575, Subd.
4;
BE IT FURTHER RESOLVED that the City of Hutchinson has not violated any Federal, State, or local laws
pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt
practice.
BE IT FURTHER RESOLVED that upon approval of its application by the state, the City of Hutchinson may
enter into an agreement with the State of Minnesota for the above -referenced project, and that City of
Hutchinson certifies that it will comply with all applicable laws and regulations as stated in all contract
agreements.
NOW, THEREFORE BE IT FINALLY RESOLVED that the Mayor and City Administrator, are hereby
authorized to execute such agreements as are necessary to implement the project on behalf of the
applicant.

BACKGROUND/EXPLANATION GFAGENDA ITEM:
With the construction of a new police facility, the City Council made the decision to sell the old
police station (with the parking lot to the south) along with the old EOC building. The City hired a
realtor and listed the properties for sale in late December.
We received an offer for the full asking price on our old police station building and the parking lot
site adjacent to it. Attached is a copy of the purchase agreement I signed in regards to that offer.
Per City Charter, city property must be sold through an ordinance. Attached for your
consideration is a second reading of an ordinance to sell this property to HDC Properties for
$399,900. There have been no changes to the ordinance or purchase agreement since the first
reading.

MUNICIPALLY OWNED REAL PROPERTY
THE CITY OF HUTCHINSON ORDAINS:
Section 1. That the municipally owned real property legally described as follows:

for good and valuable consideration is hereby transferred and conveyed to HDC Properties, LLC, or its
successor or assigns as agreed upon in the purchase agreement.

and all documents on behalf of the City to effectuate the closing of this transaction.
Section 3. This ordinance shall take effect upon its adoption and publication.

109. If Seller's notice states that Seller will not endeavor to cure one or more specified objections within the Cure Period,
110. Buyer may, as its sole remedy, within ten (10) days of the sending of such notice by Seller, declare this Purchase
111. Agreement canceled by written notice to Seller, or licensee representing or assisting Seller, in which case this Purchase
112. Agreement is canceled. If Buyer declares this Purchase Agreement canceled, Buyer and Seller shall immediately sign a
113. written cancellation of Purchase Agreement confirming said cancellation and directing all earnest money paid here to
114. be refunded to Buyer. If Buyer does not declare this Purchase Agreement canceled as provided immediately above,
115. Buyer shall be bound to proceed with the closing and to purchase the Property subject to the objections Seller has
116. declined to cure without reduction in the Purchase Price.

140. Seiler, in addition to any other right or remedy available to Seller here, at law or in equity may cancel this Purchase
141. Agreement as provided by either MN Statute 559.21 or MN Statute 559.217, whichever is applicable, and retain all
142. earnest money paid here as liquidated damages.
143. If title is marketable, or is made marketable as provided here, and Seller defaults in any of the agreements here,
144. Buyer may, in addition to any other right or remedy available to Buyer here, seek specific performance within six
145. (6) months after such right of action arises.
146. REPRESENTATIONS AND WARRANTIES OF SELLER: The following representations made are to the best
147. of Seller's knowledge.
148. There is no action, litigation, investigation, condemnation, or other proceeding of any kind pending or threatened
149. against Seller or any portion of the Property. In the event Seller becomes aware of any such proceeding prior to
150. closing, Seller will promptly notify Buyer of such proceeding.
151. The Property is in compliance with all applicable provisions of all planning, zoning, and subdivision rules; regulations;
152. and statutes. Seller has obtained all necessary licenses, permits, and approvals necessary for the ownership and
153. operation of the Property.
154. Prior to the closing, payment in full will have been made for all labor, materials, machinery, fixtures, ortools furnished
155. within the 120 days immediately preceding the closing in connection with construction, alteration, or repair of any
156. structure on, or improvement to, the Property.
157. Seiler has not received any notice from any governmental authority as to condemnation proceedings, or violation of
158. any taw, ordinance, regulation, code, or order affecting the Property. If the Property is subject to restrictive covenants,
159. Seller has not received any notice from any person or authority as to a breach of the covenants. Any such notices
160. received by Seller shall be provided to Buyer immediately. Discriminatory restrictive covenants (e.g. provisions
161. against conveyance of property to any person of a specified religious faith, creed, national origin, race, or color) are
162. illegal and unenforceable. An owner of real property may permanently remove such restrictive covenants from the
163. title by recording a statutory form in the office of the county recorder of any county where the property is located.
164. Seller has not executed any options to purchase, rights of first refusal, or any other agreements giving any person or
165. other entity the right to purchase or otherwise acquire any interest in the Property, and Seller is unaware of any options
166. to purchase, rights of first refusal, or other similar rights affecting the Property.
167. The legal description of the real property to be conveyed has been or shall be approved for recording as of the date

6. In the event of a conflict between this Addendum and any other provision of the Purchase Agreement the language

8. This Purchase Agreement is contingent upon Buyer's reasonable approval of due diligence matters as agreed to in
9. this Addendum.
10. Title and examination and title corrections and remedies are excluded from this Addendum and shall be handled in
11. accordance with terms specified in the Examination of Title and Title Corrections and Remedies section of this
12. Purchase Agreement.
13. Buyer shall satisfy himself/herself/itself with respect to the physical condition of the Property and the feasibility
14. and suitability of the Property for Buyer's intended purpose within the respective time period(s) specified herein. Buyer
16. acknowledges that any information provided by Seller, a third party, or broker representing or assisting Seller regarding
16. dimensions, square footage, or acreage of land or improvements is approximate. Buyer shall verify the accuracy of
17. information to Buyer's satisfaction, at Buyer's sole cost and expense.
18. Buyer may declare this Purchase Agreement canceled by providing written notice to Seller, or licensee representing
19. or assisting Seller, within the respective time period(s) specified herein, in which case this Purchase Agreement is
20. canceled. Buyer and Seller shall immediately sign a written cancellation confirming said cancellation and directing
21. all earnest money paid hereunder to be refunded to Buyer, unless provided otherwise in this Purchase Agreement.
22. Buyer's failure to give written notice of cancellation of this Purchase Agreement, within the respective time periods
23. specified herein shall conclusively be deemed Buyer's election to proceed with the transaction without correction of
24. any disapproved items that Seller has not agreed in writing to correct or remedy.
25. Buyer's Responsibility Regarding Due Diligence: Buyer shall keep the Property free and clear of all liens, shall
26. indemnify, defend, and hold Seller harmless from all liability, claims, demands, damages, costs or expenses, incurred
27. by Seiler by reason of any physical damage to the Property or injury to persons caused by Buyer or its agents or
28. contractors in exercising its rights under this Addendum, and shall return the Property to the same condition it was
29. in prior to Buyer's testing. Buyer shall not disturb any tenants, employees or occupants of the Property.
30. Seller's Responsibility Regarding Due Diligence: Seller agrees to allow reasonable access to the Property for
31. performance of any surveys, due diligence or inspections agreed to herein. Seller understands that the inspections
32. may require that all utilities be on and the Seller is responsible for providing same at Seller's expense. If the Property
33. is occupied by someone other than Owner, Owner shall comply with Minnesota law and existing Owner's lease, if
34. any, to provide tenant with proper notice in advance of any Property showing.

BACKGROUND/EXPLANATION OFAGENDA ITEM:
With the 2024 Legislative session set to begin next month, and as we have done in previous
years, I would like the City Council to consider adopting a set of legislative priorities for the
upcoming year. As in past years, this would be a document that we would use to communicate
our legislative concerns/issues both to the public, and to our local legislators, and could be a
document to use when you make your trips to the State Capitol.
Included in your packet is a proposal for our legislative priorities for 2024. Many of these are
carry avers from last year's list and include input from department directors. I'm looking for
direction from the Council on what you would like to see set aside as legislative priorities for
2024. With that being said, this is really a document the City Council should be comfortable with.
If you are comfortable with what has been put together, I would ask that you officially approve
the list. If you would like to see some changes, you can table the item for us to make changes to
the list.
Please note that I have also included a list of priorities from the Coalition of Greater Minnesota
Cities and the League of MN Cities.

2024 Legislative Priorities
The City of Hutchinson has identified the following legislative priorities for 2024. The City
generally supports the platforms of the Coalition of Greater Minnesota Cities and the League of
Minnesota Cities and these policies are not generally re -stated here except where they have
unusual relevance or purpose for the City of Hutchinson.
To better assist our State legislative leaders, we have identified certain legislative priorities and
general policy statements that are of specific impact and interest to the residents and business
community of Hutchinson. These legislative priorities are intended to advocate on behalf of the
City in a responsible manner that strengthens the partnership between our City and the State
and brings forth our vision of an involved, progressive and innovative community that promotes
our regional prominence while preserving our hometown character and delivering quality, cost-
effective services.
I. GENERAL GOVERNMENT
A. Local Control. Over the past several years, the State Legislature has proposed several
bills that attempted to eliminate or weaken local control. The City opposes any
legislation that erodes local decision making and control, and believes that decision -
making happens best at the local level.
B. Local Government Aid. The City of Hutchinson supports restoring the annual inflation
and population growth adjustments to the LGA appropriation. We also note than any
changes in the LGA formula should be agreed upon by all city organizations before
passage in the legislature. On top of that, we oppose artificial, non -formula -based limits
on aid to individual or groups of cities and we would oppose any measure to reduce
current LGA levels for the next biennium.
C. Controlling the Sale of Strong Beer, Spirits and Wine. The City of Hutchinson opposes
any legislation that would make it easier for the sale of strong beer, spirits, and wine in
grocery and convenience stores. The City of Hutchinson supports existing regulations
controlling the sale of alcohol to minimize the risks associated with youth access to
alcohol, and believes allowing the sale of strong beer, spirits and wine in grocery and
convenience stores could increase the public health risk of youth access to alcohol and
alcohol -related motor vehicle accidents among youth. On top of this, the City of
Hutchinson believes that the economic impact of allowing grocery and convenience
stores to sell strong beer, spirits, and wine would be devastating impacting local
taxpayers.
D. Hutchinson Area Transportation Services (HATS) Facility. The city of Hutchinson
supports any funding efforts by the legislature to support improvements to the
Hutchinson Area Transportation Services (HATS) facility to provide adequate vehicle &
equipment mechanics bays utilizing existing facilities and adding additional tempered
vehicle & equipment storage building, upgraded fueling facilities, outdoor wash station,
bulk water station and wastewater collection station.
E. Telecommunications. The city of Hutchinson supports legislation that preserve local
regulatory authority to manage publicly owned property, including rights -of -way and
require private service providers to remove abandoned equipment from public rights -of -
way.
F. Annexation. The City supports legislation that strengthens the legislative findings and
goals contained in Minnesota State Statute 414.01 that state a preference for urban
development to be contained within incorporated municipalities that provide water and
sewer services, and oppose legislation that imply that there is no functional difference in
the roles of townships and cities.
G. Sales Tax. The City supports legislation that would define what types of projects local
governments are allowed to seek through voter approval, along with legislation that
supports local voter approval without having to come to the Legislature.
II. TRANSPORTATION
A. Highway 212. The City of Hutchinson strongly supports the inclusion of funding from the
Corridors of Commerce program to support the $110 million of needed improvements
that will complete the highway to a continuous four -lane highway to Norwood Young
America and that any maps or lists of Corridors of Commerce highways include US
Highway 212.
B. Highway 15. The City of Hutchinson supports any legislation that provides for additional
funding to make improvements to Highway 15 between Interstate 90 and 94. In
particular, we support funding to provide additional passing lanes on Highway 15 from
TH 7 to I-94.
C. Highway 7. The City of Hutchinson supports any legislation that provides for additional
funding to increase safety measures on Highway 7 east of Hutchinson. In particular, we
support funding to provide an additional bypass lane adjacent to the Crow River Winery.
D. Transportation Funding. The City of Hutchinson supports a comprehensive
transportation plan with appropriate long-term funding. We also support funding for
Corridors of Commerce and city streets independent of a comprehensive transportation
package. In regards to the Corridors of Commerce, we support the current 50-50 split
between Greater Minnesota and the metro area, and we reject a scoring system that
allows more points for corridors that run through the metro area over those that
connect Greater Minnesota cities.
E. Airport Legislation. The City of Hutchinson supports legislation that clearly indicates
maintenance and operation of an airport is deemed an essential public service; clarifies
when state airport funds can be used for airport planning; allows for the approval of
obstructions, without variance, if FAA analysis deems the obstruction non -hazardous;
and updates to Airport zoning that deal with boundary limits, the integration of airport
zoning with local planning/zoning, allows for flexibility to enact airport zoning, and aligns
the process with the municipal planning process requirements.
III. ECONOMIC DEVELOPMENT AND HOUSING
A. Increased Funding. The city of Hutchinson supports increased funding for state
programs to assist local economic development such as the Greater MN Business
Development Infrastructure (BDPI) grant program, MN Investment Fund, Job Creation
Fund, Redevelopment Grant Program, Demolition Loan Program, and greater MN
workforce housing and child care programs.
B. Skilled Workforce. The city of Hutchinson supports legislation that enhances skilled
workforce development throughout the State.

C. Housing. The city of Hutchinson supports legislation that will create and save housing
and enhances workforce housing, along with legislation that will provide a
comprehensive approach to addressing housing availability and affordability so that all
can have a safe and secure place to call home.
IV. HEALTH AND RECREATION
A. Dakota Rail Trail. The City of Hutchinson supports any legislation that provides funding
to fully extend the remaining Dakota Rail Trail from eastern McLeod County to the City
of Hutchinson.
B. Parks & Trails Legacy Funding. The City of Hutchinson supports the current formula that
allocates 20% of the Parks and Trails Legacy funding to greater Minnesota and oppose
changes that would reduce that share.
C. Active Living and Healthy Communities. The City of Hutchinson supports increased
public access to recreation opportunities throughout Minnesota. Parks and recreation
provide five leading strategies to engage the public in active lifestyles: access,
opportunities, affordability, inclusive nature, and connections to nature. The City of
Hutchinson supports the Minnesota Statewide Health Improvement Plan and encourages
additional funding for public health agencies in partnership with parks and recreation
departments.
D. Natural Resources. The city of Hutchinson recognizes that parks, habitat, open space,
and clean water provide critical elements of natural resource protection. Parks not only
preserve these resources, they often provide outdoor recreation opportunities. The City
of Hutchinson supports the protection of natural resources and the use of appropriate
control methods to protect them. Funding provided by the state will assist in the
management of these important resources.
V. PUBLIC SAFETY
A. Forfeiture Preservation Act. The city of Hutchinson supports legislation that preserves
city's police departments ability to utilize the federal forfeiture sharing program,
maintains a reasonable cash threshold that protects communities from ongoing drug
trafficking and keeps habitual drunken drivers off of our roads.
B. Permit to Purchase Fees. The city of Hutchinson supports legislation that would allow
local police departments to charge a reasonable fee for processing permit to purchase
applications.
VI. ENVIRONMENT
A. Water Quality Regulation. The City of Hutchinson states that water quality regulations,
permits, and other restrictions affecting cities must be grounded in solid peer reviewed
science and must be established in a manner that respects the due process rights of
cities and other interested stakeholders.
B. Labeling. The City of Hutchinson supports legislation that requires manufacturers of
consumer products, including flushable wipes that could otherwise cause environmental
harm and/or damage wastewater infrastructure to label their products with appropriate
usage and disposal information.
C. Funding for Hutchinson Lakes/River Basin Improvements. While the city of Hutchinson
appreciates bonding efforts to support our Lakes and River Basin Improvement project,
its important to reiterate that this is a phased project with additional future bonding
needs. The city of Hutchinson supports any additional legislation that provides funding

to make improvements to the water quality, habitat, and recreation possibilities of
Hutchinson's lakes and river basins both within and surrounding the community.
D. Permitting for Wastewater Plants. The city supports legislation that would provide the
same regulatory certainty for cities currently paying off debt on previously required
wastewater plant construction to meet effluent limits as was provided for with new and
future plant construction in state statute 115.455, which was adopted in 2018.
E. Recycling and Composting Programs. The city of Hutchinson supports any legislation
that continues to make funding available annually to further assist in expanding and
improving recycling and composting programs and facilities in Greater Minnesota.
F. PFAS. The City of Hutchinson supports legislation that limits the financial impacts on
municipal water and wastewater plants for the treatment and other costs associated
with managing PFAS.

BACKGROUND/EXPLANATION GFAGENaA ITEM:
City staff and the Council held a strategic planning session back in July of 2023. From that
discussion an update to our City's Ends Statement (Core Values) document took place. Late in
2023, discussions were had about the need for more strategic planning sessions with an
emphasis on projects as we head into 2024.
1 would like to propose a series of discussion in 2024 focused on our "Core Values" and the
establishment of a new 5-year strategic plan. I've attached a schedule for your consideration and
1 would like to have a discussion on this at our meeting on Tuesday. I'll also share a little history
on the last strategic plan and the benefits that came out of that.
Based off of our conversation on Tuesday, I would like bring an action item at your first meeting
in February to set some strategic planning dates.

RESOLUTION APPOINTING JUDGES FOR THE 2024 PRESIDENTIAL NOMINATION
PRIMARY ELECTION
WHEREAS, Chapter 204B, Section 204B.21, Subd. 2 of the Laws of Minnesota states
that election judges for precincts in a municipality shall be appointed by the governing body of
the municipality;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HUTCHINSON, MINNESOTA:
1. That the Election Judges for the Presidential Nomination Primary Election being
held March 5, 2024, are hereby appointed in accordance with the attached list.
2. That Election Judges appointed in 2024 will be paid at Level B on the
Seasonal/Temporary/Part Time Pay Schedule.
That Head Election Judges appointed in 2024 will be paid at Level C on the
Seasonal/Temporary/Part Time Pay Schedule.
4. Be It Further Resolved that the Hutchinson Election Administrator is with this

r Justin called the meeting to order at 5:40 PM. Members present were Justin
Beck, Kris Haag, Andrew Webster, Patrick Hiltner, and Pat May. Absent members
were Wanda Lambert and Janeen Sorrell. Ex Officio members present were Lynn
Neumann.
r August minutes were approved
r Meeting time and location were approved for 5:30 PM, 2nd Wednesday of the
month.
r Maintenance update - Darwin Wolf completed the next phase of the maintenance
project. Justin will send out the report to PAC members.
r Kris asked a question regarding the pARTicipate Hutchinson mural project. The
PAC was involved with revision of the CUP ordinance, but we explained that it
was a separate project from the PAC.
r Gary Koehring was contacted regarding the HHS plans to submit a sculpture for
the 2024 Stroll. It will be a normal entry for an existing pad. He is still exploring
construction of new pads on school property.
r People's Choice Award will be completed at the end of October along with the
Judge's Award. Winners will be announced simultaneously. Judges will be Wade
McDonald, and we are looking into 2 more potential folks.
■ Website was discussed, and the way it exists today is cumbersome. Justin will
speak with Tom Kloss at COH IT to talk about moving away from the site while
retaining email.

• Patrick updated PAC on search for judges. Carla Benson and Wade McDonald have
agreed to judge. Blake Stolpestad has been contacted about last judge, but no response
yet. Corey Stearns is discussed as potential judge. Andrew to send Patrick contact info
for Corey.
• Social Media was discussed. Janean will take lead of Social Media. Justin & Lynn will get
Janean access to accounts tomorrow. Responsibilities of social media discussed.
Looking to post once a week. Posts to include stroll promotion, important dates for
voting and submissions. Call for Art information to be provided by Justin to Janean.
• Possible collaboration with Mary Hodson and Hutchinson Newsletter brought up.
• Update on Website. PAC to discontinue current website and move to single page on
PRCE with 301 permanent redirect link. Current email to remain the same.
■ Wanda volunteers to help Justin manage email account. Andrew also volunteers to help
manage emaiIs and submission data after January 30, 2024 deadline.
• February selection meeting was discussed. Meeting to be moved to February 21, 2024
at 4:30PM. PAC agrees to move meeting back to in -person. Hybrid option still available.

■ Justin calls meeting to order at 5:33PM. Members present were Justin Beck, Patrick
Hiltner, Wanda Lambert, Kris Haag, Pat May, Lynn Neumann, and Andrew Webster.

■ October minutes are approved. Motion by Patrick, second by Wanda, followed by
unanimous vote.
• Justin updates committee on sculpture stroll. MITGI has declined sponsorship of their
pad this year. Committee will continue to engage them in future.
• Justin updates PAC that the People's Choice Award is currently tied. Strategies for
splitting tie are discussed. Committee decides most ethical process is to split the
winnings, Patrick makes motion to split the People's Choice Award money, second by
Justin. Unanimous vote. Motion passes.
■ Judges Award discussed by Patrick. Judges were Corey Stearns, Blake Stolpestad, and
Carla Benson. Their selection was virtually unanimous; Flying V won all categories and
was overall winner. Justin will get winner information to Lynn for payout. Contacting
the Hutchinson Leader for coverage of the awards was discussed.
• Justin updates PAC on Call for Art. Submissions will be opening Thanksgiving weekend.
Spreadsheet with list of artists contacts is available. Justin to send an initial blast email.
Other contacts are split among PAC members.
• Breaking up responsibilities of the PowerPoint for February selection meeting is
reiterated.
• Justin discusses social media needs with PAC. Conversation led into discussion about
the Call for Art. Andrew brings up outreach resources such as
Springboardforthearts.com, SMAC, and CMAB (State-wide arts organizations).
Committee agrees.
• Prioritizing the Emerging Artist if there's a candidate is discussed. Patrick motion to
change emerging stipend from $500 to tine full $1000, second by Wanda. Unanimous
vote. Motion passes.
■ PAC website update. Plan is to discontinue this Spring and migrate to city webpage.
