The purpose of the special meeting is to discuss the February Natural Gas Prices and the
impact to retail customers.

GIM Carter recapped the discussion that took place at the February Regular Commissio

meeting recognizing that further discussion would be needed on the! Polar Vortex-Wint
Storm Uri and financial impact on customer bills. Winter Storm Uri created severe freezin
cold temperatures along with rain and ice stormis,. These types of weather events th

whiich in turn created rolling blackouts to, happen to keep the integrity of the system.

main point in relation to the Polar Vortex this past February was that it had more of
signiifi�cant impact to HUIC than the previous storm in December of 2017. Tod

the past and present in creating the policies and positive reserves that HUC has. Th
context of the conversation for the Board today is to diiscuss helping the customers o
with some type of'relie�f on the bills incurred since HUC has the reserve to do this
should these costs be passed onto, the customers that HUC has over a short period
long period of time.
GIVI Carter reviewed both the Spot Market Gas Costs and electric costs for the month
February and how this effects the 20,21 budget. On average a Residential bill in Jaiinua:

received from the MRES refund and to, giive back to the consumer which was an option i
the beginning. Commissioner Martinez also noted to tie this, in with a request to the Ci
of PILOT not being charged; PILOT is based on revenue, if HUC is gog to offset revenu
by thiis idea it would be fair to ask the City to not consider this as revenue in the PILOT.
Conversations were, held on the Rate Stabilization Funds
Discussions were held on using a partial amount of the MRES refund towards th
customers and a partial amount to something tang:ibpolar Array. GM Cart
recapped the reason of the MRES refund.
