1. CALL TO ORDER — 5:30 P.M.
Mayor Cook called the meeting to order. Members present were Jim Haugen, Eric Yost and Chad Czmowski.
Member absent was Bill Arndt. Others present were Gary Plotz, City Administrator, Kent Exner, City Engineer,
and Marc Sebora, City Attorney.

Jamie Emans, 885 Hwy 7 West, presented before the Council. Mr. Emans explained that he is asking that
the Council reconsider issues related to property he owns at 465 School Road North. This issue pertains to a
water pipe that required repair. Mr. Emans noted that he was informed at the beginning of the Council
meeting on February 24, 2009, at which John Olson, Public Works Manager, informed him that the City was
not required to locate the pipe and, thus, did not do so. Mr. Emans stated that he accepted that he was
responsible for the bill and left the meeting. Mr. Emans then viewed the remainder of the Council meeting,
at which the end of the meeting, John Olson then informed the Council that the pipe had been located. John
Olson, Public Works Manager, stated that during the Council meeting he received a telephone call from one
of his employees that informed him that the pipe had been attempted to be located however no conductivity
was found. Mr. Emans then asked for clarification on the process of collecting payment for the repair. Staff
noted that the policy and ordinance are being reviewed to provide a lesser strain on property owners.
Discussion was held as to ideas on how the policy /ordinance could be crafted.

Motion by Czmowski, second by Yost, to approve consent agenda with the exception of Item 6(c)4. Motion
carried unanimously.
Item 6(c)4 had further discussion. Rebecca Bowers, Planning/Zoning/Building Director, explained that
revisions have been made to the plat related to street names. A revised Resolution has been distributed
indicating the revised street names. Mayor Cook noted that the contract for deed indicates that two separate
streets were identified, one as Hackbarth and the other as Benjamin, not a combined name as indicated on
the revised Resolution. The street names could be changed with approval of the final plat. The Council
concurred that 2'd Avenue SE will be Benjamin Avenue SE And and the other thoroughfare will be named
Hackbarth Street as outlined in the contract for deed.
Motion by Czmowski, second by Cook, to approve the street names being Hackbarth Street and Benjamin
Avenue. Motion carved unanimously.

Mayor Cook noted that a short -term gambling license has been submitted by the VFW Auxiliary for an event
on April 24, 2009. The gambling control board requires a 30 -day application submittal.
Motion by Haugen, second by Czmowski, to approve short-term gambling license for VFW Post 906
Auxiliary on April 24, 2009. Motion carried unanimously.
7. PUBLIC HEARINGS — 6:00 P.M.
(a) PUBLIC HEARING FOR ENERGY PARK IMPROVEMENTS PHASE 1 PROJECT (LETTING NO. 1,
PROJECT NO. 09 -01) — ORDERING IMPROVEMENT AND PREPARATION OF PLANS AND
SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS
Kent Exner, City Engineer, presented before the Council. Mr. Exner explained the phasing of the project
with the assessment hearing being scheduled for the April 28, 2009, City Council meeting. Mr. Exner
explained that a comprehensive review has been completed of this area and future extended services have
been identified.
Motion by Haugen, second by Czmowski, to close public hearing. Motion carried unanimously.
Mr. Exner explained the estimated cost of the project is $1.9 million. Mr. Exner then explained the
estimated funding for the project, with $195,000 being assessable. Mayor Cook suggested using grant
monies in place of assessable costs.
Motion by Czmowski, second by Yost, to order improvement and ppreparation of plans and specifications and
order advertisement for bids on Letting No. 1, Project NO. 09 -01. Motion carried unanimously.
Miles Sepppelt, EDA Director, presented before the Council. Mr. Seppelt explained that during the grant
process, he received notice that in order for the EDA to receive or be eligible for the $1 million grant, the
City must own the property with no encumbrances. The property is currently being purchased via contract
for deed. The intention is to close on this property by April 1, 2009, in order to move the process along. A
resolution authorizing the purchase of the property has been drafted.
Motion by Haugen, second by Yost, to approve Resolution No. 13552, authorizing the purchase of the
Industrial Park land. Motion carried unanimously.

(a) CONSIDERATION OF RETIREMENT INCENTIVE PROGRAM
Gary Plotz, City Administrator, presented before the Council. Mr. Plotz explained that local government aid
has been reduced and it is speculated that even larger reductions will be made in 2010 and beyond. In
response to that, staff has designed a retirement incentive program for eligible employees to consider.
Mankato's, Waseca's and Litchfield's retirement incentive programs were reviewed as part of staff's
research. An incentive program was designed in 2003 when the City was facing a similar situation. The
program being considered today includes additional health insurance coverage.
Brenda Ewing, Human Resources Director, presented before the Council. Ms. Ewing reviewed the formula
that was used in 2003 when developing the voluntary retirement incentive program. This formula included:
one week of pay for each year of employment, up to a $20,000 maximum payment; one week of the dollar
equivalent of the employer provided health and dental premium for each year of employment and an
additional payout of 1/3 of sick leave accrual over 240 hours. The criteria set in 2003 included employees

that met age and service requirements in order to draw PERA, have 20 years continuous years of service and
had to retire between May 1, 2003, and January 1, 2004. The package being considered today is similar to
the one in 2003, however includes the dollar equivalent of an additional six months of the employer
provided health and dental premium for full time employees only. The eligibility criteria recommended for
the Council to consider was as follows: meet age and service requirements necessary to collect a pension
benefit from PERA; have at least 20 years of service with the City; and retire by June 30, 2009.
The funding for the additional insurance benefit will come from the self - insurance fund balance.
General discussion was then held regarding an involuntary termination program. Mr. Plotz noted that the
involuntary program being considered this year will more than likely not mirror the program offered in 2003.
Mayor Cook expressed that he feels the retirement incentive program being proposed is fair and should be
enticing to employees.
Discussion was held as to how the involuntary program could be designed. Option #5 indicated in the
packet materials was thought of by the Council as the best option for an involuntary program. It was noted
that whatever package is offered to an involuntary group will be significantly less than what is offered to the
voluntary group. Staff will provide an involuntary termination program for the Council to consider at a
future meeting.
Motion by Czmowski, second by Cook, to approve the voluntary retirement incentive program as presented
noting that a proposal will be submitted at a later date for an involuntary program. Motion carried
unanimously.
(b) CONSIDERATION FOR APPROVAL OF ORDINANCE NO. 09 -0525 — AN ORDINANCE
AUTIiORIZING THE TRANSFER OF MUNICIPALLY -OWNED REAL PROPERTY TO HUTCHINSON
HEAL TH CARE (WAIVE FIRST READING AND SET SECOND READING AND ADOPTION FOR APRIL
14, 2009)
Marc Sebora, City Attorney, explained to the Council that the City Charter requires that any time city
property is disposed of, it requires the passage of an ordinance. Mr. Sebora noted that Hutchinson Health
Care has purchased a piece of property in order to build a senior housing campus. In order to continue with
the expansion plans, Hutchinson Health Care is requesting that the property be transferred into the name of
Hutchinson Health Care as it was originally purchased by the City of Hutchinson.
Motion by Haugen, second by Cook, to waive first reading and set second reading and adoption of Ordinance
No. 09 -0525 for April 14, 2009. Motion carried unanimously.
Mary Ellen Wells and Cary Linder of Hutchinson Health Care provided an update to the Council on the
senior housing campus protect. The intention is to be breaking ground this fall.
(c) DISCUSSION OF THE STRUCTURE AND PURPOSE OF THE RESOURCE ALLOCATION
COMMITTEE
Gary Plotz, City Administrator, provided an update to the Council on how the resource allocation committee
was commenced. Mr. Plotz noted that in 2003 the current city engineer had recommended putting together
such a committee to review long -term bonding projects. Since that time, the subjects brought before the
committee have expanded. In 2003, Council Member Arndt showed interest in serving on the committee.
Then in 2006, Mayor Cook showed interest as well as serving on the committee. This committee has served
as an ad hoc committee. Mr. Plotz noted that the committee serves well for both staff and Council. It was
suggested that perhaps the committee should become more formal with term limits and a mission statement
attached to it. Mayor Cook suggested perhaps also that Council Members rotate on an annual basis to certain
boards and commissions such as the school district does. Kent Exner spoke about the importance of the
Resource Allocation Committee.
John Olson, Public Works Manager, informed the Council that when John Rodeberg, former City Engineer,

left employment, it was suggested that the Resource Allocation Committee become a source more relied
upon.
The Council directed City Attorney Sebora to draft a resolution formalizing the make up of the Resource
Allocation Committee.
(d) CONSIDERATION FOR APPROVAL OF SETTING COUNCIL WORKSHOPS TO ADDRESS
GOVERNANCE PROCESS
Policy Governance consultant, Stacy Sjogren's, contract terminates March 31, 2009, and it has been
suggested that two four hour workshops be held to wrap up loose ends pertaining to Policy Governance.
Motion by Czmowski, second by Cook, to table this item until Council Member Arndt returns. Motion
carried unanimously.

Gary Plotz, City Administrator, presented before the Council. Mr. Plotz explained that in September 2006,
the Council adopted a policy noting that grant applications that were $15,000 or less did not need to come
before the Council for approval. Discussion was held as to whether or not the value should be changed and
match the purchasing authority amount which is currently $50,000. Mayor Cook felt this option would be
acceptable if it was a one -time obligation with no further obligations. Some Council Members felt that the
policy could remain as written.
Motion by Czmowski, second by Haugen, to leave the grant policy as written. Motion carried unanimously.
(d) DISCUSSION OF EXECUTIVE LIMITATION POLICY 2.3 — FINANCIAL CONDITION AND
ACTIVITIES AND CITY OF HUTCHINSON POLICY 1.11- PURCHASING
Gary Plotz, City Administrator, asked that the Council consider whether or not they wish to have the City
Administrator's spending authority remain at $50,000. Statutory cities have a spending limit of $20,000 for
Council - Manager plan cities. Mayor Cook noted that he has no issue with the City Administrator having a
spending authority of $50,000.
Discussion was held as to how numbers can fluctuate within a given budget, however the bottom line
remains the same. Suggestions were made to include language noting that unbudgeted items have to come to
the Council for approval.
12. MISCELLANEOUS
Jim Haugen— Haugen congratulated Miles Seppelt, EDA Director, on grant securements for the Industrial
Park. He also thanked the 17 board/commission members that attended the policy governance session last
week.
Gary Plotz — Mr. Plotz reviewed a session held with the McLeod for Tomorrow group. A county -wide
auction is going to be held this spring. Mr. Plotz also noted that it has been suggested that City
Administrators /Clerks county -wide meet on a quarterly basis.

Kent Exner — Mr. Exner noted that federal monies will be received to extend Edmonton Avenue in 2011.
However, this will require funding to extend Market Street which will intersect Edmonton Avenue. Also,
Mr. Exner noted that water is flowing at the dam and everything appears to be working accordingly. The
trail has been closed under the bridge.
Mayor Cook — Mayor Cook reminded everyone about the census meeting being held this Thursday evening
at 6:30 p.m, in the Council Chambers. Mayor Cook noted the importance of an accurate census count.
Mayor Cook also thanked the County Assessor for the Letter to the Editor she wrote in the Hutchinson
Leader explained how valuations are computed.

Fire Department Response: The fire department responded to 34 calls for service in the month of
March.
Fire Officer Only Response: A "fire officer only" responded to 9 calls in March, saving the
Hutchinson Fire District the cost of a "general' alarm estimated at $ 1,512.00 and more importantly, it
kept our firefighters on their full timejob an additional 135 hours!
Response Time (First Emergency Vehicle Out of the Door): March — 4 minutes 40 seconds
Example of a Few of the Calls:
• The FD responded to an apartment building alarm in the southwest part of the city, burnt food
caused the alarm. The fire department used ventilation procedures to clear the smoke;
• The FD responded to an alarm at an apartment building in the northwest part of the city, a hot pan
burned the counter filling the unit with smoke. The fire department used ventilation procedures to
clear the smoke;
• The FD responded to a gas leak in an apartment building in the northwest part of the city, the fire
department evacuated the building and located a leaking gas pipe in the furnace room;
• The FD responded to an alarm in an apartment building in the northwest part of the city, a clothes
dryer problem filled the laundry room and hallway with smoke. The fire department checked for
extension, and used ventilation procedures to clear the smoke;
• The FD responded to a single family residence structure fire in the southwest part of the city. The
fire was contained to the garage. The cause of the fire was determined to be an electrical cord;

Members absent: Janet Vacek.
John welcomed Eric Yost, new city council representative to the Hutchinson Library Board and all board
members introduced themselves.
John called the meeting to order. In reviewing the minutes of December 15, 2008, Roger questioned the
wording under Old Business: 1. Senior Proarammina: "to show movies as part of library programming for seniors. .
." Mary clarified that she will be getting a public performance license to facilitate this option. A motion to
approve the minutes was made by Guy and seconded by Roger.
PLS Report: Jack Sandburg provided Mary with summary notes (see attached) of the Ploneerland Library
System meeting on January 22, 2009. Mary also briefly explained the PLS board function to Eric Yost, new board
member.
Old Business:
1. William Kent Krueger author visit on April 14 2009 Mystery writer who's popular with patrons. His novels
are set in the Boundary Waters area. He will present at 7:00 p.m. and is willing to do an interview with
the media.
New Business:
1. Staff resignation of Linda Thompson /Replacement process. This is the Library Assistant III position which
is an adult library position at the circulation desk. It was advertised In the Hutchinson Leader, Minnesota
Job Bank, and posted in the library. A large number of applications were received. Many of the
applicants had no library experience. Mary Is looking for someone with a customer service
background, strong computer skills, possibly with a library background, and someone who can multitask
and supervise other staff. It's a 17 hour a week position with no benefits. There are 3.95 employees in
total at the library currently. Mary is the only fulltime person. 4 are students - after school and in the
evening. Mary and Sherri will Interview 6-7 people. This position will be filled as soon as possible. If
second interview are necessary, board members will participate.
2. Friends of the Library donation to PC replacement project. PC replacement is scheduled for 2010.
Currently, we have 10 public and 4 staff computers with the hope of adding 4 more. The computers are
purchased from a State of Minnesota contract. Each computer station will cost approximately $1000 to
total approximately $18,000, Thus far, funding has been received from the Hutchinson Community
Foundation ($3000) and Friends of the Library ($10,000). This money Is in a PC replacement fund at PLS
earmarked for the HPL. Mary will be looking for additional funding from local and community sources
for additional computer replacement funding. Currently, Mary has applied for a $5,000 grant from the
Burich Family Foundation (Citizen Bonk /Connle Lambert) to cover the remainder of funds required.
3. State fundina challenges /Star Tribune Letter to the Editor. Mary highlighted and noted the article
"Regional Library System Offers a Template for Cooperation" published 1/19/09 as a good overview of
the excellent functionality of Minnesota's regional library system.
The next meeting will be on Monday, February 23, 2009 @ 4:30 p.m.

Parks, Recreation & Community Education Advisory Board
March 2, 2009
Members present were: Scott Scholl, Beth Hepola, Chad Czmowski, Mary Christensen, Mike
Retterath, Jim Waldron, and Jay Bartholomew. Also present were John McRaith, Sara Witte, Dolf
Moon and Karen McKay.
The meeting was called to order at 5:15 pm.
The minutes dated February 2, 2009 were approved as written.
OLD BUSINESS
Outdoor Ice — Plans are moving along for an outdoor ice rink that may be located near the west rink
along Sunset Street Southwest. Funding and coordinating volunteers are the issues being discussed. It
is hoped that there will be an outdoor ice rink next season.
NEW BUSINESS
Annual Report
John McRaith, Recreation Services Coordinator reviewed accomplishments from 2008 including
involvement with several parent run youth organization boards. Among those were the Girls Fastpitch
Softball Association, the Youth Basketball Association and Hutchinson Junior League Baseball. The
Wrestling Club registration took place through the PRCE Office as well. Participant registration for
youth and adult activities remains stable.
Sponsorship for the athletic fields at Roberts and Linden Parks as well as the volleyball and basketball
courts in the Recreation Center have raised $20,000 through a five year commitment by local
businesses. Those funds were used to provide shade tarps and irrigation at Roberts Park, new fencing
at Linden Park and new flooring and scoreboards in the Rec Center Gym.
Sara Witte, Parks Supervisor presented 2008 Accomplishments and 2009 Goals in the Parks Division.
Landscaping in Fireman's and Eheim Parks near the dam was completed in '09 with the addition of
over 5,000 plants, trees and shrubs. Windows will be installed and the east porch will be reconstructed
this year in the Harrington/Merrill House.
A major audit of the playground equipment was completed; six park signs will be replaced this year.
River Song music festival will be in Masonic /West River Park in mid July.
Dolf told the board that fees such as camping and shelter reservations haven't been adjusted in five
years. At this time, with a hiring freeze on, there is no plan for a replacement of Lawrence Winter's
position. Vehicle maintenance is done in -house since the dissipation of the City's Central Garage.
Four Lawn mowers and two gators are leased, as are the weed whips and blowers. Leasing the
equipment reduces the amount of down time when repairs and replacements are needed.
The relationship with the school has been good. It allows the city and school to avoid duplication of
services such as snow removal, lawn mowing and athletic field maintenance.
Brochure - Hutchinson Area Health Care may be interested in sponsoring the PRCE brochure, which is
published three times a year. There will be a meeting on Tuesday to discuss details.

RESOLUTION APPROVING THE DECERTIFICATION OF
TAX INCREMENT FINANCING DISTRICT #12
OF THE CITY OF HUTCHINSON
WHEREAS, on June 30, 1997, the City of Hutchinson (the "City ") created its Tax Increment
Financing District No.12 (the "District ") within its Municipal Development District No. 4 (the
"Project "); and
WHEREAS, as of the date hereof all bonds and obligations to which tax increment from the district
have been pledged have been paid in full defeased and all other costs of the Project have been paid;
and
WHEREAS, the City wishes to decertify the District pursuant to Minnesota Statutes, section 469.177,
subdivision 12 effective on January 1, 2007; and
WHEREAS, the City desires by this resolution to cause the decertification of the District after which
all property taxes generated within the District will be distributed in the same manner as all other
property taxes.
NOW THEREFORE, BE IT RESOLVED by the City Council that the City's staff shall take such
action as is necessary to cause the County Auditor of McLeod County to decertify the District as a tax
increment district and to no longer remit tax increment from the District to the City.

All Events are free and open to the public to watch
Usually the events run till 3:00, sometimes later depending on the weather /dogs
• Meet your Local Hero's — 5:30- 7:00pm at the McLeod Co Fairgrounds
1. Hutchinson Fire department, Hutchinson Ambulance service, McLeod Co
Sheriff s office, Hutchinson Police Department, State Patrol and the local
National Guard will have vehicles and personal on hand to meet with the public.
Possibly pass out stickers and items to the kids.
• Parade of Lights, Sirens and Paws — 6:30pm — All participating agencies will line up at
the Victorian Inn. They will go East on Hwy 7, south down Main St, West on Airport Rd
to the Fairgrounds.
• FREE Public K9 Demonstration/Show 7:00 -8:00 um — McLeod County Fairgrounds
This will showcase the top dogs in each category from earlier that day. Also, a preview
of the events on Tuesday will be shown, such as criminal apprehension, criminal
apprehension with gun fire and handler protection. Included in the show will be a narcotic
detection dog and possible an explosive detection dog. There will be a car chase scenario
and a demonstration by the McLeod Co Sheriff s office Swat team. There will be possibly a
helicopter landing from the National Guard.

• Certification Events start at 8:00 am
1. Criminal Apprehension: Hutchinson High School
2. Criminal Apprehension with gun fire and hander protection: Starting at
9:00am at Veteran's memorial Baseball field

We have been working out minor issues and assembling data to be used as a monthly web site
report to the City Council since the completion of the web site rewrites. Attached you will find a
report comparing statistics from January and February on all seven web sites. We will include
three months at a time on each monthly report to ensure the reports are legible. You can expect
these reports at the second meeting of each month. There is additional information available in a
full report which can be provided to you upon request.
New Visitors/Returning Visitors
This area gives us a full count/comparison to the number of new visitors versus those returning.
The identity used to determine whether a visitor is new or returning is based on IP address and
Web Cookies.
Traffic Sources
Traffic sources shows where a visitor came from prior to opening one of our pages.
Referring Sites means a web site other than ours provided a link directly to our site.
Search Engines refers to tools such as Google or Yahoo.
Direct Traffic means the user typed in our address directly or used a bookmark to reach our site.
Top Five Entrance Pages
The top five Entrance pages refers to a page that was directly entered much like Direct Traffic
above. As an example, refer to Top Five Entrance pages on the City of Hutchinson (Home Page)
report for the month of February. Police.html shows 274 hits or 5.02% of total hits went directly
to the Police Page bypassing the home page. This tells us they were looking for information on
that page and had more than likely visited the page previously and book marked it.
Top Five Exit Pages
The top five Exit pages refers to the page the visitor was on when they left our web sites. As an
example, refer to Top Five Exit pages on the City of Hutchinson (Home Page) report for the
month of February. Job.html shows 451 hits or 8.27% of the total hits left our site from this page.
This tells us the information the visitor was looking for was found on this page and therefore
they left from this page.

Top Ten Page Views
On the City of Hutchinson report the graph will show the top ten pages that were viewed and
how many hits each page had. Due to the number of pages in the City web site we can only
display the top ten pages. For the other six web sites you will see all the pages within each site
with a side by side comparison for the previous three months.
Visitors Origin Report
The Visitors Origin shows very generic summary of where visitors are connecting from. The full
report gives us information to the City level. In February we had visitors from 44 different
Countries.
Connection Speeds
The connection speed helps us determine at what speed visitors are connecting which helps us in
designing our pages.

construction staging changes. All ofthese items have been identified and deemed necessary to satisfactorily complete the

The 67th Annual Hutchinson Jaycee Water Carnival will be held from June 1516 -21� this year,
and the entire committee is working hard to prepare for it. We are requesting that approvals
and permits be issued for the 2009 Water Carnival as follows:
1. Close the appropriate streets and issue a Parade permit for the Grande Day Parade on Sunday, June
219', from 11:00 AM to 4:00 PM. We are working to have this year's parade route the same as last year's.
MN Dot has granted approval for the same route as last year. Again this year we request there would be
no parking on 2nd Ave NW/ Franklin St to Washington, and no parking allowed in the parking lot behind
American Pastime due to space needed for parade units.
2. Close or monitor intersections at all necessary points for Parade Route on Sunday, June 21", from 10:00
AM to 4:00 PM, including posting parking signs in designated areas as determined by Hutchinson PD.
3. Issue a permit to operate concession stands during Water Carnival on Friday, June 19"', Saturday, June
201h and Sunday, June 21" on 1 a Avenue NE from Main Street to Hassan Street.
4. Issue a permit to operate concession stands during the boat parade on Tuesday, June 161h near the Crow
River/Les Kouba Point. There will also be a free musical performance by a group of local students.
5. Issue a permit for a fireworks display on Sunday, June 21 5t beginning at approximately 10:00 PM to be
displayed over the Crow River. Fireworks will be launched from either AFS Park or the park just to the
west of School Road (behind Super America). Fire Chief Brad Emans will be notified concerning the
display of fireworks. The Water Carnival committee will arrange to have Sheriff Department, Fire
Department and Ambulance support on hand. No parking will be allowed on School Rd from Hwy 7 W to
Lewis Ave.
6. We have contracted with Mini Biff, Inc to provide portable lavatory services for the Grand Day Parade
route, Parade staging area, Carnival and Concessions area, and at Roberts Park for Sunday's
performance.
7. Request permit for All American Amusements to have carnival rides, games and concessions available to
the public Tuesday, June le through Sunday, June 21st. All American Amusements anticipates needing
exclusive access starting after 6:00 PM on Monday the 15th to the area located just west of the Gopher

Camp Fire Sanctuary (`See attached document). This area will be occupied by the carnival, games and
vendors, support vehicles, carnival management, etc.
8. Request permit for free public concerts to be held at Riverside Park from approximately 7:00 PM to
9:45PM on Friday, June 19 and Sunday, June 219'. We are also requesting allowance for the public to
bring their own alcoholic beverages to be consumed during the concert. No alcohol will be sold on site for
this event.
The Water Carnival is a non - profit event, and the Jaycees would appreciate the waiver of any
fees or rentals during the duration of the Water Carnival to help defray expenses. We
appreciate the assistance received from the City of Hutchinson and its staff, and we could not
have a community celebration without this support.

As you consider the request put forth by the Hutchinson Jaycees with regards to the 67th
Annual Hutchinson Jaycee Water Carnival, I would like to take this opportunity to outline
the police department's support regarding this event.
As you read the request submitted by Mr. Lenarz (2009 Water Carnival Commodore) you
will see that the Jaycees and the police department have worked closely during the
planning stages of the event.
My department has been made aware of the requests regarding the temporary no parking
on city streets, closing of city streets and city parking dots to accommodate events, location
of the fireworks and carnival, times and locations of concerts, and the support needed from
the police department regarding the parade on 6 -21 -09.
The police department is willing to accommodate the request(s) that affect our agency. We
will do this in conjunction with other city departments and look forward to helping in the
effort to make this year's Water Carnival another successful event.
Please note that my department has not yet received confirmation regarding the request
from MNDOT in reference to the permit to hold the parade on MN State Hwy 15. The
request was submitted on 3/3/09 and we expect to gain MNDOT approval in the near
future.

City staff will provide brief overview of the 2009 Pavement Management Program Phase 2 project prior to the scheduled
Public Hearing.
City staff administered a Project Open House on Tuesday, April 7" (see attached Neighborhood Meeting Notice &
Informational Sheet), that provided additional information to property owners adjacent to the project. At this point, we
have received limited feedback or questioning from impacted property owners regarding this project.
Following the project overview, neighborhood meeting review and potential public comments, staff will request that the
City move forward with the final preparation of plans/specifications and advertise for bids. The anticipated bid opening
date is Tuesday, May 12'", at 10:30 AM.
We recommend that the attached Resolutions be approved.

tabulated, and the responsibility of the bidders will be considered by the Council at 6:00 pm on

This Public Hearin is to address the property at 314 College Ave NE, which is a landlocked parcel fronting on an alley that
connects to both 6 Avenue NE and College Street NE. Since this parcel does not directly front a City street but still
benefits from the assess provided by both of the before - mentioned streets, City staff has determined that this property
should be assessed for the improvements to 6" Avenue NE within the 2009 Pavement Management Program Phase 1
project. Please note that this property was not assessed for the improvements to College St. in 2008.
At this point, City staff has not been contacted by the property owner following two notices. After completing this Public
Hearing, the City can include this property within the Assessment Hearing process to be addressed later in the City Council
meeting.
We recommend that the attached Resolutions be approved.

The City of Hutchinson received three (3) bids for the 2009 Pavement Management Program Phase I project
letting that were opened on Tuesday, March 17th (see attached Bid Tabulation). William Mueller & Sons, Inc.
of Hamburg, Minnesota, submitted the apparent low bid in the amount of $758,470.26. This bid is
substantially lower than the final Engineer's Estimate of $993,000.00 for this project. Also, the total bid
amount includes the TH 15/Main Street trail improvements at a cost of $150,895.96 (approximately $60,000
lower than estimated). City staff believes that the early timing of this letting and favorable construction cost
climate contributed to the lower than expected project bid. Based on City staff's review, the bid by William
Mueller & Sons, Inc. appears to be complete and responsive.
Attached is the final Assessment Roll and necessary Resolutions to award this project. City staff will provide a
brief overview of the bids and project prior to the Assessment Hearing. At this time, we have received very
limited feedback from adjacent property owners since the Assessment Notices were distributed.
We recommend approving the attached Assessment Roll and Resolutions.

RESOLUTION ADOPTING ASSESSMENT
ASSESSMENT ROLL NO. 5090
LETTING NO. 3 1PROJECT NO. 09 -03
WHEREAS, pursuant to resolution and notice of hearing the Council has met and reviewed the
proposed assessment for improvement of:
McLeod Ave NE (TH 15 to Prospect), 6th Ave NE (Prospect to Bluff), sidewalk construction
along TH 15 (5th Ave NE to North High), sidewalk construction Bluff St NE (5th Ave to 6th
Ave) and wetland mitigation area construction by roadway rehabilitation and utility
infrastructure installations by construction of lateral storm sewer, drain tile installations,
lateral watermain, lateral sanitary sewer, surface reclamation, grading, aggregate base,
concrete curb and gutter, bituminous base, bituminous/concrete surfacing, sidewalksitrails,
landscaping, street lighting, restoration and appurtenances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON,
MINNESOTA:
1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is
hereby accepted, and shall constitute the special assessment against the lands named therein,
and each tract of land therein included is hereby found to be benefited by the proposed
improvement in the amount of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments extending over a period often (10)
years, the first of the installments to be payable on or before the first Monday in January, 2010 and shall bear
interest at the rate of percent per annum as set down by the adoption of this assessment resolution.
To the first installment shall be added interest on the entire assessment from November 1, 2009, until the 31 st
day of December 2010. To each subsequent installment when due, shall be added interest for one year on all
unpaid installments.
3. The owner of any property so assessed may, at any time prior to certification of the assessment to
the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of
payment, to the City Finance Department, except that no interest shall be charged if the entire assessment is
paid by the 16th day of November, 2009; and he may, at any time thereafter, pay to the City Finance
Department the entire amount of the assessment remaining unpaid, with interest accrued to the 31st day of
December, of the year in which such payment is made. Such payment must be made before November 15, or
interest will be charged through December 31, of the next succeeding year.
4. The Administrator shall forthwith transmit a certified duplicate of this assessment to the County
Auditor to be extended on the property tax lists of the County, and such assessment shall be collected and
paid over in the same manner as other municipal taxes.

Dear Neighbor:
The City of Hutchinson has tentative plans to rebuild McLeod Ave /6h Ave NE. As you know,
more than 30 years ago, the Hutchinson City Council made residential McLeod Ave /6th Ave NE a truck
route. This was done so that Rockite Silo Company could eliminate about two blocks from their trip to
and from their gravel pit near South Haven, Minnesota (about forty miles). Because of the heavy loads,
MNdot helped finance part of the rebuilding of the roadway and thus had jurisdiction over the use of it.
Which is why it was used as the detour for three state highways during the $30 + million 7/22 MNdot
boondoggle and why it is still a truck route even though there are no businesses on it— Rockite has
moved just residents and three day care facilities on or within one or two city lots of it.
A truck route designation on a city street means that any truck allowed on a state highway is
allowed on the truck route; this, of coarse, includes cube trucks, cement trucks, gravel trucks, eighteen
wheelers (semi tractor /trailer trucks), and double bottom trucks —a double bottom truck is an eighteen
wheeler pulling a four wheel trailer —these double bottom trucks are not allowed on our federal
freeway system but are allowed on city truck routes including those in residential areas.
In addition to the roadway, the plans include an eight foot wide, concrete surfaced recreational
trail on the South side of the street. Construction would necessitate narrowing the current roadway by
two feet, pour a new concrete curb and gutter, prepare the trail bed, and surface it with concrete. More
than 20 trees would be removed for the project (the city's count is 10 trees). Note: The right of way for
this street is more than fifty feet from the center of the current road, the city owns this property and can,
therefore, do whatever they want to even if it means having the trail go within a few feet of some
homes and shortening several driveways. If you want to know where the trail would infringe on your
home and driveway, measure in six feet from the inside of the current curb.
Presumably, the rules for the use of the trail would be the same or similar to those of the Luce
Line Trail. And if so, during the summer months, no motorized traffic would be allowed (no motor
powered bicycles, motorcycles, and no handicapped people would be allowed to use their motorized
wheelchairs or scooters), horses, bicycles, and shoe leather could be used. In the winter months, in
addition to the above summer use, all terrain vehicles (ATVs) and snowmobiles would be allowed.
It should be the goal of the city to enhance your property value, not decrease it as this trail and
truck route would do—and you pay for it!

Please see the attached letter and petition from Jim & Jan Conner (95 McLeod Ave NE). There are several
inaccuracies and "leading" statements within this letter that responding to it would be timely and most likely
ineffective. However, one important clarification that could be made by Chief Hatten is regarding the use
enforcement on City trails.
At this point, this individual has distributed this document to several property owners and City staff has addressed
calls resulting from it. Please note that I personally have had discussions regarding the scope of this project with
the author of this letter /petition for over a year. Also, this individual has participated in the Neighborhood Meeting
and Public Hearing (Council Meeting) where very limited (even possibly no) negative feedback was received from
the residents. At the City Council meeting, City staff was directed to remove the TH 15 to Northwoods Park trail
connection along Northwoods Ave, but no one spoke in objection to the McLeod /6th Ave trail. Unfortunately, the
City will have to remove 10 trees along McLeod /6th to install the trail even with narrowing the street about 2%
but will be transplanting some trees, protecting some marginal trees, and planting new trees elsewhere within the
project as determined by the City Forester.
Due to the limited amount of negative feedback regarding the Letting 3 project, City staff again recommends
proceeding with all of the proposed improvements. If there are any questions or concerns regarding this issue,
please let me know.

Background:
A petition for annexation has been received from McLeod County fora 5.97 -acre parcel located
east of the McLeod County Solid Waste site. After the recent annexation of the Hackbarth
property, the subject property became entirely surrounded by property within City limits.
McLeod County plans to use the site for expansion of the solid waste facility in the future. The
annexation is important for the development of the industrial park as the new north /south road,
Hackbarth Street, is planned to be constructed along the east property line of the site from 5�h
Avenue S.E. The property is currently addressed as 1105 Arch Street and will be readdressed
to 1105 5t' Avenue S.E. after annexation.

A petition for annexation has been submitted by McLeod County and a 30 day notice period
to the township, County, and adjacent property owners has been initiated. A public hearing
for annexation is required to be held by the City Council. A second reading by the Council
and approval by the State Municipal Boundary Adjustments Board is also required before the
annexation is complete.
Comprehensive Plan:
The 2002 Comprehensive Plan identifies the timing and density for development on the staging
plan. The property is identified on the Staging Plan as having the potential for utility extension
and development between 2000 — 2005. The property is designated for industrial land use
category, which could include manufacturing, warehousing, assembly, truck terminals, and other
businesses that provide goods and services, but not directly to the public.
As annexed property is automatically assigned the R -1 zoning district upon annexation, the
property will need to be rezoned from R -1 to an industrial zoning district before industrial
development would be permitted.
Planninq Commission Meeting:
The Planning Commission discussed the proposed annexation under new business at their
March 17ei, meeting. Staff noted after the annexation of the Hackbarth property, the subject
property became entirely surrounded by property within the City limits. Staff stated that
future review and approval with be needed for a rezoning and site plan, when the County is
ready to develop the parcel. Additionally, the new north -south roadway, Hackbarth Street,
will need to be platted for the industrial park. After concluding discussion, the Commission
unanimously recommended forwarding the proposal to the City Council with positive
feedback.
Recommendation:

HUTCHINSON TO INCLUDE CERTAIN LAND THAT IS SURROUNDED BY THE
MUNICIPALITY AND IS LESS THAN 120 ACRES PURSUANT TO MINNESOTA STATUES
414.033, SUBDIVISION 2 (2),(3) AND SUBDIVISION 2b
WHEREAS, McLeod County, property owner, is requesting that certain land be annexed to the
City of Hutchinson, as legally described below, and:
Beginning at a point 105 feet West of a point 1,446.5 feet South of the Northeast comer of the
Northwest Quarter of Section Five (5), in Township One Hundred Sixteen (116), North of
Range Twenty -nine (29) West; thence running South 724.2 feet to the center of the Glencoe and
Hutchinson Public Road; thence North 66 degrees West along the center line of said Public
Road, 424 feet; thence West along the center line of said Public Road, 113 feet; thence North
548.2 feet; thence East 495 feet to the point of beginning, now known as Lot 8 of Auditor's Plat
of the West Half of Section 5, Township 116, North of Range 29 West.
WHEREAS, said property is unincorporated and is surrounded by the City of Hutchinson, is
approximately 5.97 acres in size, and is not presently served by public water or sewer facilities; and
WHEREAS, McLeod County is the sole owner of the property, the property is not included
within any other municipality, and is not included in any area that has already been designated for
orderly annexation pursuant to Minnesota Statues 414.0325, and
WHEREAS, the City of Hutchinson held a public hearing on April 14, 2009, and
NOW, THEREFORE, the City Council of Hutchinson, Minnesota does hereby ordain:
SECTION 1. The City Council hereby determines and finds that the property is surrounded by
the municipality and is less than 120 acres, that the area to be annexed is approximately 5.97 acres, that
the property is not included in any area that has already been designated for orderly annexation
pursuant to Minnesota Statues 414.0325, and that the request complies with all of the provisions of
Minnesota Statutes 414.033 Subd. 2 (2), (3) and 2b and
SECTION 2. The property is surrounded by the city limits and is about to become urban or
suburban in nature and that the property is about to be developed by the County of McLeod for the
purpose of industrial development with municipal services, and
SECTION 3. The corporate limits of the City of Hutchinson are hereby extended to include
the Property and the same is hereby annexed to and included within the City of Hutchinson as if the
property had originally been part thereof.
SECTION 4. The population of the area legally described within and hereby annexed is zero.

SECTION 5. The City of Hutchinson, pursuant to Minn. Stat. 414.036, that with respect to the
property taxes payable on the area legally described herein, hereby annexed, there are no taxes payable to
Hassan Valley Township as the County-owned property is non - taxable property.
SECTION 6. That pursuant to Minn. Stat. 414.036 with respect to any special assessments
assigned by the township to the annexed property and any portion of debt incurred by the township
prior to the annexation and attributable to the property to be annexed, but for which no special
assessments are outstanding, for the property legally described herein, there are no special assessments
or debt incurred by the township on the subject area for which reimbursement is required.
SECTION 7. The City Administrator is directed to file copies of this ordinance with the Office
of Administrative Hearings - Municipal Boundary Adjustments, Hutchinson Township, the McLeod
County Auditor, and the Minnesota Secretary of State.
SECTION 8. This ordinance takes effect upon its passage and publication and the filing of the
copies as directed in Section 7 and approval of the Ordinance by the Office of Administrative Hearings
- Municipal Boundary Adjustments.

The Hutchinson EDA is proud to announce a major new economic development
project for the City of Hutchinson.
Project Overview
A new company, Atomic Crane Corporation, is being formed here in
Hutchinson as a partnership between Hutchinson Manufacturing, Inc. (HMI) and
PAR Nuclear of Shoreview, which is a wholly owned subsidiary of Westinghouse.
Hutchinson Manufacturing, as you know, is a local high -tech precision
manufacturer that serves a wide variety of industries including defense, energy,
agriculture, oil & gas and process equipment. PAR Nuclear, is the world's largest
producer of specialty material handling equipment for the nuclear power industry.
Westinghouse will be building up to 20 nuclear reactors between 2012 and 2020.
Every nuclear power plant they build has within it a system of 14 cranes — these
include the Spent Fuel Pit Crane, the Fuel Building Crane, Turbine Building
Cranes and the largest of them all, the Containment or "Polar" Crane, which
operates over the nuclear reactor itself.
Atomic Crane Corporation will manufacture a set of cranes for each nuclear
power plant that Westinghouse builds.
To do this work, Atomic Crane Corporation will be constructing a 51,000
square foot building on a 3.77 acre site located at 900 Hwy 7 West, between the
Victorian Inn and Hutchinson Manufacturing. At this facility they will manufacture
these cranes and their associated control boxes & electrical assemblies.
Initial employment at this new facility is estimated to be about 15, ramping up to
approximately 65 or 70 by 2012. Average wages will be over $15 per hour.
Resolutions
To move this project forward, two resolutions are being offered for your
consideration:
1) A resolution authorizing staff to apply to the Minnesota Investment Fund
on behalf of Atomic Crane Corporation.
2) A resolution authorizing the proposed business subsidies for Atomic
Crane Corporation.
Both resolutions are enclosed for your review.
Proposed Business Subsidies
The business subsidies being proposed for this project are:
■ JOBZ
■ $300,000 loan at 2% for 7 years from the Minnesota Investment
Fund (if the grant is approved)
• $300,000 loan at 2% for 10 years from the Ag & Economic
Development board loan program.
The job creation requirement is proposed to be 50 jobs by December 31, 2012.
The compensation requirement is proposed to be:
A) a cash wage at least equal to the U.S. Department of Health & Human
Services Poverty Level for a family of four; and,
B) a combined compensation (wages & benefits) for each job created at least
equal to 110% of the Federal Poverty Level for a family of four.
This is consistent with the city's business subsidy policy, as adopted by the City
Council on January 29, 2009.
The proposed business subsidies are needed to bring the project to Hutchinson.
The State of Georgia is making a strong effort to bring the company there, and
they are offering a combination of state and local grants, loans and employee
training assistance to the company.
Public Hearina
At the City Council meeting on Tuesday, April 14th, a public hearing will be held
to provide citizen notification and involvement prior to submitting the grant
application to the Minnesota Investment Fund.
This public hearing will also provide citizen notification and input for the proposed
business subsidies for this project.
I will be making a presentation and will provide additional information at
Tuesday's City Council Meeting. In the meantime, if you have any questions or

RESOLUTION APPROVING THE GRANTING
OF A BUSINESS SUBSIDYTO
ATOMIC CRANE CORPORATION
WHEREAS, it is the responsibility of the City Council to provide for the health, safety and
general welfare of the community, and;
WHEREAS, to achieve those goals it is necessary to have a strong and diversified local
economy, and;
WHEREAS, creating new, high paying jobs and increasing the local tax base provides
benefits forthe entire community and enhances the long -term economic viability of the City
of Hutchinson, and;
WHEREAS, the addition of Atomic Crane Corporation will help diversify the city's economy
and be a valuable addition to Hutchinson's economic base, and;
WHEREAS, the Hutchinson Economic Development Authority has carefully reviewed the
project and the proposed business subsidies and recommends their approval;
THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
HUTCHINSON, MINNESOTA,
Hereby approves the granting of the following business subsides to Atomic Crane
Corporation:
a. Enactment of a Job Opportunity Build Zone, which shall include all tax exemptions
authorized by the JOBZ statute:
Exemption from individual income taxes as provided under M.S. 469.316;
Exemption from corporate franchise taxes as provided under M.S. 469.317;
iii. Exemption from the state sales and use tax and any local sales and use
taxes on qualifying purchases as provided in M.S. 297A.68, subdivision 37;
iv. Exemption from the state sales tax on motor vehicles and any local sales tax
on motor vehicles as provided under M.S. 297B.03;
V. Exemption from the property tax as provided in M.S. 272.02, subdivision 64;
and

vi. Exemption from the wind energy production tax under M.S. 272.029, subd. 7;
vii. The jobs credit allowed under M.S. 469.318;
b. A loan in the amount of $300,000 at an annual interest rate of 2% with a term of 7
years funded by the Minnesota Investment Fund.
C. A loan in the amount of $300,000 at an annual interest rate of 2% with a term of 10
years funded by the Ag & Economic Development Board.

LOCAL GOVERNMENT RESOLUTION ECONOMIC DEVELOPMENT PROGRAM
Applicants must adopt and submit the following resolution. This resolution must be adopted prior to submission of the forms

BE IT RESOLVED that the City of Hutchinson act as the legal sponsor for project contained in the Business and Community
Development Application to be submitted on April 15, 2009 and that Gary D. Plotz and Miles R. Seppelt are hereby
authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of the

agreement with the State of Minnesota for the above - referenced project, and that the City of Hutchinson certifies that it will
comply with all applicable laws and regulations as stated in all contract agreements and described on the Compliance
Section (S -7) of the Business and Community Development Application.
AS APPLICABLE, BE IT FURTHER RESOLVED that the City of Hutchinson has obtained credit reports and credit
information from Hutchinson Manufacturing and PAR Nuclearand Tom Daggett. Upon review by the City of Hutchinson and
Marc Sebora, Hutchinson City Attorney, no adverse findings or concerns regarding, but not limited to, tax liens, judgments,
court actions, and filings with state, federal and other regulatory agencies were identified. Failure to disclose any such
adverse information could result in revocation or other legal action.

at that time but the understanding was that we would communicate to LOGIS that we were

To recap what was presented in July, 2008. The VOIP (Voice Over Internet Protocol) project is a
system that utilizes our existing high speed network infrastructure as a phone line. The system
takes the place of New Ulm Telecom's Centrex system and replaces it with our own, internally
managed phone system. With this system, there are numerous benefits such as a robust
Automated Attendant. Adds, moves and changes no longer require a service call from the phone
company. We also add a great deal of statistical reporting for department managers that include
call volumes and duration. Basically, with a VOIP system we have all the capabilities of our
existing system plus many more, all at a lower cost. The attached spread sheet details the cost
saving over 10 years which equates to over $500,000
I am currently working with LOGIS staff on the final project costs and will be presenting those
to the Council on June 23`d or Julyl4th.

AN ORDINANCE REVISING SECTION 31.20 — ORGANIZATION AND
APPOINTMENT
THE CITY OF HUTCHINSON ORDAINS:
§ 31.20 ORGANIZATION AND APPOINTMENT.
(A) All board and commission appointments authorized by ordinance or resolution
shall be made by the Mayor, and each appointment confirmed by the Council. The term of each
appointee shall be established and stated at the time of his or her appointment. Except for the
Economic Development Authority, no board or commission member shall be appointed to more
than two full consecutive full terms, exclusive of the fulfillment of an unexpired term or partial
term previously served but shall again be eligible for service following a break in service of not
less than one year. . New appointees shall
assume office on the first day of the first month following their appointment and qualification, or
on the first day of the first month following the expiration of the prior term and qualification,
whichever shall occur last. Provided, however, that all appointees to boards and commissions
shall hold office until their successor is appointed and qualified. All vacancies shall be filled in
the same manner as for an expired term, but the appointment shall be only for the unexpired term.
(B) All appointed board and commission members shall serve without remuneration,
but may be reimbursed for out -of- pocket expenses incurred in the performance of their duties
when those expenses have been authorized by the Council before they were incurred.
(C) The chair and the secretary shall be chosen from and by the board or commission
membership annually to serve for one year. Provided, however, that no chair shall be elected
who has not completed at least one year as a member of the board or commission.
(D) Any board or commission member may be removed by a four -fifths majority
vote of the Council for misfeasance, malfeasance or non- feasance in office and his or her position
filled as any other vacancy.
(E) Each board and commission shall hold its regular meeting at a time established
by it.
(F) Except as otherwise provided, this section shall apply to all boards and
commissions.

At the March 24, 2009, Council meeting, staff was directed to provide the Council with
an involuntary layoff severance program for consideration at a future meeting. Attached
is a recommendation from staff.
The involuntary layoff severance program for your consideration includes the following:
Two weeks of pay and one (1) day pay for each year of service up to a $5,000
maximum combined payout.
Payment representing the 35% of the COBRA cost of the current medical and
dental insurance premiums for the 9 -month period as defined by the American
Recovery and Reinvestment Act of 2009.
As was discussed at the March 24 Council meeting, the American Recovery and
Reinvestment Act of 2009 includes changes to the health benefit provisions of the
Consolidated Omnibus Budget Reconciliation Act of 1985, (COBRA). Under the new
law, eligible employees, enrolled in their employer's health plan at the time they are
involuntarily separated from their jobs, are required to pay only 35 percent of the cost of
COBRA coverage for up to a 9 -month period. The involuntary separation must occur
between September 1, 2008 and December 31, 2009. Employers treat the 35 percent
payment by eligible former employees as full payment, but the employers are entitled to
a credit for the other 65 percent of the COBRA cost on their payroll tax return.
Attached is a spreadsheet with general examples of how the involuntary layoff
severance would be calculated for individuals with various years of service and the
different levels of insurance coverage (single/family).
Staff will be in attendance at the April 14 meeting to address any questions.

RE: Discussion of City Energy Conservation Efforts and Measurements

City staff met recently to discuss and evaluate the City operations energy consumption for 2008. The following is
summary of the progress that has been made.
We are one step closer to establishing the City Facilities baseline with a full year of operational data for the Water
Treatment Plant. The City consumption baseline for all facilities has been established using primarily 2006 consumption
information. The exceptions are data from: 2007 City HATS storage building, 2007 HATS Facility due to the new
addition, and the 2008 WTP. The WWTP is the only facility that does not have a full year of operation with its
expansion. The current baseline includes 2008 data for the WWTP, which does include 6 months of expansion
operation, but will show no net change for that facility during the year.
A 7% reduction from the City's cumulative 2006 baseline by 2015 is the goal that was approved for our municipal
operations.
Progress has been made in many ways. When compared to baseline usages: electric usage has went down 23% at City
Center, 7% at Compost and Fire Department, 5% at the Library, Liquor Hutch, and Event Center, and 0.25% City wide.
Natural gas usage has gone down 14% at Senior Dining, 11% City Center, 5% Compost, but has increased city wide by
10 %. Much of the increase in natural gas usage can be attributed to the fact that there were more heating degree days in
2008 than 2006. Heating degree days are the number of degrees per day that separate the outside daily temperature
compared to what a building is heated to. A conservative number of 65° was used as the temperature for what buildings
are tempered at. 2008 was 11% colder than 2007 and 21 % colder than 2006.
An inventory of all tempered buildings and their HVAC systems is near completion. The inventory has provided
additional insight into which systems are in need of replacement. A more in depth evaluation is still needed to make sure
that these systems are properly maintained, operated, and functioning.
Staff has also continued the process of completing energy benchmarking for all city facilities over 5000 sq /ft. Our
facilities are compared to other facilities from around the state with similar uses. It provides a comparison of a certain
type of building like a city hall or recreation center and calculates electric and natural gas usage that should be needed for
that type of use. This project is near completion and should serve as a tool for staff to prioritize buildings of concern
using a quantitative approach,
Energy conservation awareness training will be conducted in the near future for city staff. Low cost and no cost
reductions of energy usage can be most easily achieved through awareness. Educational materials will be distributed to
all departments and a training session will be provided to staff. Creative solutions to reducing consumption and
eliminating sources of wasted energy can be identified by anyone who works with and around the sources daily. The goal
of energy conservation education would be to spur innovation and obtain practical solutions to reducing our overall
energy consumption.
The awareness gained from tracking our energy usage and determining where the most beneficial changes can be made
has both economical and environmental benefits. By implementing the goal, monitoring the progress, and creating
awareness, staff can make informed decisions on what works and what still needs to be done. o«�

SETTING BUDGET REVENUS & EXPENSE PARAMETERS
FOR
BUDGET YEAR 2009
WHEREAS, the Hutchinson City Council wants to set budget parameters in preparing
the Budgets for the 2009 year,
NOW THEREFORE, be it resolved by the City Council of the City of Hutchinson to set
the following 2009 Budget parameters as follows:
• Revenues
• Taxes shall not exceed a 5% increase from the 2008 Levy
• Local Government Aid shall be budgeted at an 8% reduction of the 2008
budgeted number
• Transfers from Hutchinson Utilities, Hutchinson Area Health Care,
Hutchinson Liquor Fund, Water and Sewer Departments shall increase 5%
from the 2008 budget
• Charges for Services shall be budgeted at a 3% increase from the 2008
budget; specific charges will be presented to the City Council with the
proposed budget
• Interest Income, Fines & Forfeits, shall be budgeted at -0- % increase from
the 2008 budget
• General Fund revenues shall not use one time LGA reserve funds or any
other sources of one time money.
Expenditures
• Salaries shall be budgeted at a 3.5% increase from the 2008 budget AND
in addition the parks and public works positions budgeted for mid year
2008 start shall be budgeted to full time.
• Health Insurance Costs shall be budgeted at a 15% increase over the 2008
budget.
• PERA Coordinator Costs shall be budgeted at a 6.75% increase over the
2008 budget.
• PERA Police/Fire costs shall be budgeted at a 14.1 % increase over the
2008 budget.
• Supplies & Maintenance shall be budgeted at a 3.% increase over the 2008
budget.

• Consulting costs for Pioneerland and Assessing shall be budgeted at a
5.0% increase over the 2008 budget and Wage Study $30,000.
• Consulting costs excepted as noted above, shall be budgeted at a 0 %
increase over the 2008 budget.
• Services & Charges shall be at a 3.0 % increase from the 2008 budget
AND $20,000 shall be added for street maintenance.
• Transfers to the Capital Fund shall be budgeted at a 5.0 % increase over
the 2008 budget.
• Miscellaneous expenses shall be budgeted at 0% increase over the 2008
budget year EXCEPT $5,552 shall be added for Dues for Coalition of
Greater Minnesota Cities.
Tax Rate
c City of Hutchinson tax rate for 2009 shall be between 53.5% and the
current 2008 tax rate.
